Skill diplomacy: India expands mobility partnerships with Japan and Israel, says Jayant Chaudhary

Union Minister Jayant Chaudhary said India is advancing skill diplomacy through structured international labour mobility partnerships, including care-giving roles to address overseas shortages. He cited action plans with Japan and Israel to deploy tens of thousands of Indian workers in coming years. NCVET is also working to recognise language as a vocational skill.

Union Minister Jayant Chaudhary said India is using skill diplomacy to raise young people’s job chances abroad. Chaudhary spoke during a webinar on "Skilling in the Care Ecosystem\". Chaudhary said India is building structured mobility partnerships with global players. Chaudhary added that care-giving is a key area, as many economies face worker shortages.

India skill diplomacy partnerships grow

Chaudhary said long life spans and demographic change will lift demand for organised elder care. Chaudhary said health investment is helping people live longer. Chaudhary also said several advanced economies lack trained caregivers and allied health staff. Chaudhary linked these trends to growing needs for geriatric and related care services.

Skill diplomacy partnerships for Indian workers

Chaudhary said India is setting up structured partnerships to support overseas mobility. In August 2025, India and Japan agreed an action plan on human resource exchange. The plan commits to send 50,000 skilled and semi-skilled workers to Japan. The deployment is planned over the next five years.

Chaudhary said India and Israel made another agreement in February 2026. Chaudhary called it a landmark partnership for overseas deployment. The plan aims to send 50,000 additional Indian workers to Israel by 2030. Chaudhary said these arrangements target sectors such as care-giving to meet shortages.

Skill diplomacy focus on care training and certification

Chaudhary said the budget proposes training 1.5 lakh multi-skilled care-givers in the coming year. Chaudhary said the courses will align with National Skills Qualification Framework programmes. Chaudhary said trainees will get nationally portable certification. Chaudhary also said the plan supports credible employment pathways in the care ecosystem.

Skill diplomacy and language skills for global jobs

Chaudhary said communication and cultural readiness matter in the global workforce. Chaudhary said, \"Alongside technical competency, communication and cultural readiness are very important in todays global workforce, Chaudhary said.\" Chaudhary also said the National Council for Vocational Education and Training is working to recognise language as a skill.

Skill diplomacy and women in STEM jobs

Chaudhary said the government is working to raise women’s participation in STEM roles. Chaudhary said this includes emerging technology sectors. Chaudhary linked this push to broader skill development goals. Chaudhary also presented these efforts alongside overseas mobility planning for Indian workers.

Chaudhary said India is using structured mobility partnerships to match global labour gaps. Chaudhary highlighted care-giving and allied services as key areas. Chaudhary also pointed to planned deployments to Japan and Israel. Chaudhary said language skills, certification, and wider participation in STEM remain part of the approach.
