Textiles PLI Scheme Round 4 opens 1 November as India lowers turnover threshold for Part 2

India’s Ministry of Textiles will reopen the Production Linked Incentive PLI Scheme portal for textiles under Round 4 from 1 November to 31 December. The ministry has lowered the Part 2 minimum turnover requirement from INR 200 crore to INR 100 crore, widening access for MSMEs and mid-sized units. Round 4 approvals get an extended tenure to FY 2033–34.

The Textiles Ministry is reopening the online application window for the Production Linked Incentive (PLI) Scheme for textiles. The government said on Wednesday that Round 4 applications will be accepted from 1 November to 31 December. The ministry also changed key eligibility rules to widen access for smaller manufacturing units.

Under the updated rules, the ministry reduced the minimum turnover needed for the Part 2 category. The requirement has been lowered to Rs 100 crore from Rs 200 crore. The change is expected to allow more MSMEs and mid-sized manufacturers to apply. Part 2 still requires a minimum investment of Rs 50 crore.

Textiles PLI Scheme Round 4 dates and eligibility changes

The revised Part 2 conditions keep the investment threshold at Rs 50 crore. However, the Minimum Turnover Requirement is now set at Rs 100 crore. The ministry said the adjustment aims to increase participation by firms with smaller revenue bases. The Round 4 portal will remain open until 31 December.

The ministry also extended the scheme tenure for a specific group of applicants. The tenure will run up to Financial Year 2033-34 for those approved under Round 4. The Textile Ministry stated that this longer timeline will help approved firms plan investments. It is also meant to support operations as capacities expand.

Textiles PLI Scheme focus areas and Round 4 migration option

The PLI Scheme for Textiles supports manufacturing in selected segments. These include Man-Made Fibre (MMF) Apparel, MMF Fabrics and Technical Textiles. The policy aims to lift domestic production capacity and attract new investment. It also targets job creation and a stronger role for India in global textile value chains.

Companies already participating in Round 1, 2 and 3 can also shift to Round 4. This applies to firms in any part of the scheme that have not claimed or received incentives. Migration is allowed only after withdrawal of existing applications under earlier rounds, as applicable. The ministry linked this option to the Round 4 process.
