On Wednesday, the Indian government presented a proposal to Parliament seeking approval for an additional expenditure of Rs 58,378 crore in the current fiscal year, which ends in March 2024. A significant portion of this additional spending will be allocated to the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and fertilizer subsidies.

Gross Additional Spending and Savings

The total gross additional spending requested by the government amounts to over Rs 1.29 lakh crore. However, Rs 70,968 crore of this amount will be offset by savings and receipts, resulting in a net additional spending of Rs 58,378.21 crore for the current fiscal year. This information is based on the Supplementary Demands for Grants presented in Parliament.

Allocation of Additional Funds

The additional expenditure includes Rs 13,351 crore allocated for fertilizer subsidies and approximately Rs 7,000 crore for spending by the Department of Food and Public Distribution. Furthermore, the government has sought Parliament's approval for an additional Rs 9,200 crore to be spent by the Ministry of Petroleum and Natural Gas and Rs 14,524 crore by the Ministry of Rural Development specifically for MGNREGA.

Supplementary Demands for Spending

The total supplementary demands for spending by the Ministry of External Affairs amount to Rs 20,000 crore. However, this amount will be adjusted against a reduction in expenditure of over Rs 9,000 crore.

Expert Analysis

Aditi Nayar, Chief Economist at Icra, commented on the Supplementary Demand for Grants, stating that the net cash outgo is moderate and can likely be covered by savings in other departments. Nayar emphasized that this does not indicate a risk of exceeding the fiscal deficit target.

Fiscal Deficit Target

For the entire 2023-24 fiscal year, the government has set a fiscal deficit target of Rs 17.86 lakh crore, which represents 5.9 percent of the GDP. During the April-October period, the fiscal deficit reached 45.6 percent of the full-year budget estimate for the previous fiscal year.
