Railways New Rules & Fine Charges From July 1: Without Ticket Travel May Increase to Rs 500; Check Full List
Train passengers travelling without a valid ticket may soon have to pay a much higher penalty, as the Centre has proposed increasing the minimum fine for ticketless travel from Rs 250 to Rs 500. The move comes as part of amendments to the Railways Act, 1989, under the Jan Vishwas framework, which aims to make enforcement quicker by replacing certain criminal proceedings with monetary penalties.
Without Ticket Travel Fine May Double to Rs 500 Under New Rules
According to reports, the Railway Board has informed zonal railways that the amended legislation has received the President's assent. The new rules are expected to come into effect after a separate government notification and may be implemented as early as July 1.

Under the revised provisions of Section 137 of the Railways Act, passengers found travelling without a valid ticket or using a ticket that has already been used will be required to pay the normal fare along with an excess charge.
The minimum excess charge is proposed to increase to Rs 500 from the existing Rs 250. Therefore, the final amount payable by the passenger will depend on the journey fare plus the applicable penalty. Those who fail or refuse to pay the charges may still face legal proceedings before a competent court.
The move is expected to strengthen Indian Railways' efforts to curb revenue losses caused by ticketless travel and improve seat availability, especially on crowded routes where unauthorised travel creates inconvenience for genuine passengers.
Travelling on Someone Else's Ticket in Train? You May Face Higher Charges
Indian Railways is also tightening norms against the misuse of tickets issued in another passenger's name, particularly in reserved coaches where identity verification is mandatory.
If a person is caught travelling using another person's ticket, the ticket may be cancelled or forfeited under the revised provisions. The passenger may have to pay the required fare and excess charges, with the minimum penalty proposed at Rs 500.
The stricter rule is aimed at preventing illegal transfer, resale and misuse of confirmed tickets, especially during festival seasons and periods of high travel demand.

The proposed amendments also introduce steeper penalties for other railway offences. Unauthorised hawking and begging within railway premises, including stations, platforms and trains, may attract a fine of Rs 2,000. Repeat violations could also lead to imprisonment of up to one year.

Passengers creating disturbances by using abusive language, damaging facilities or causing inconvenience to others may face a penalty of Rs 1,000. Individuals found intoxicated and disturbing fellow passengers may be removed from trains or station premises and face further action under railway laws.
Men Sitting in Women's Reserved Coaches May Pay Rs 2,500 Fine
In a significant move aimed at improving passenger safety and ensuring compliance with reserved spaces, men occupying seats, berths or coaches meant exclusively for women may face a penalty of Rs 2,500.
Railway authorities will have the power to remove such passengers from the designated areas, particularly on crowded trains where misuse of reserved accommodation remains a frequent complaint.

The amended framework also proposes stricter action against passengers carrying prohibited or dangerous goods. Such violations may attract a minimum penalty of Rs 10,000.
Trespassing at Railway Premises May Attract Rs 500 Fine Under New Rules
Similarly, unauthorised entry or trespassing in passenger areas of railway premises may invite a Rs 500 penalty, and authorised railway staff may remove violators from the premises.
