The first-ever budget in India was presented on April 7, 1860, by James Wilson. Wilson was a Scottish economist and politician associated with the East India Company. This marked the beginning of formal budget presentations in the country.
Following India's independence, Finance Minister R.K. Shanmukham Chetty presented the nation's first budget on November 26, 1947. This interim budget covered a period of 7.5 months until March 31, 1948, addressing the economic challenges faced by the newly independent country.
In February 2020, Finance Minister Nirmala Sitharaman delivered the longest budget speech in terms of duration. Her address lasted for 2 hours and 42 minutes, setting a record for speech length.
The Halwa ceremony is a longstanding tradition preceding each budget presentation. During this event, Halwa, a traditional Indian sweet dish, is prepared and served to Ministry of Finance officials involved in budget preparation. This ceremony symbolises the commencement of the budget process.
In an unprecedented incident in 1950, during Finance Minister John Mathai's tenure, the Union Budget was leaked while being printed. As a result, printing was moved from Rashtrapati Bhavan to Minto Road and later to North Block's basement in 1980 to ensure confidentiality.
Record-Breaking Speeches
The longest budget speech based on word count was delivered by Manmohan Singh in 1991 during Narasimha Rao's government. His speech contained a total of 18,650 words.
Conversely, the shortest budget speech was given by Finance Minister Hirubhai Muljibhai Patel in 1977. His concise address consisted of only 800 words.
Modernisation and Language Evolution
The Union Budget was presented in a paperless format for the first time in 2021 due to the COVID-19 pandemic. This shift marked a significant modernisation in how budgets are delivered.
Until 1955, budgets were exclusively presented in English. However, starting from the fiscal year 1955-56, under Finance Minister C.D. Deshmukh's initiative, budgets began being printed in both Hindi and English. This change aimed to make financial documents more accessible to a broader audience.
