In a significant move to combat illegal import and smuggling of foreign origin cigarettes and other contrabands, the Customs Commissionerate, Indore, took decisive action by destroying a substantial quantity of seized goods in Raipur, Chhattisgarh, on Wednesday. The destruction process involved 40.86 lakh cigarette sticks, along with 2,000 foreign origin cigars and 557 boxes of rolling paper.
Estimated Value of Destroyed Goods
The estimated value of the destroyed cigarettes and other contrabands stands at approximately Rs 3.89 crore, as per the finance ministry release. These goods were illegally smuggled into India, violating the provisions of the Indian Customs Act, 1962.
Modus Operandi of Smuggling
The seized foreign origin cigarettes, cigars, and rolling papers of various brands, including Paris, Gudang Garam, and Dunhill, were smuggled into India through misdeclaration, contravening the provisions of the Customs Act. Additionally, the seized foreign origin cigarette packets lacked the mandatory pictorial health warning, which is required to cover 85% of the principal display area of the package as per regulations issued by the Ministry of Health & Family Welfare.
Cost Advantage of Smuggled Cigarettes
Smuggled cigarettes pose a significant challenge as they are available at cheaper prices for consumers due to the avoidance of customs duties and goods and services tax. This price advantage makes them more accessible and attractive to certain segments of the population.
Disposal Process and Witnessing
The illegally smuggled cigarettes and other tobacco products were disposed of through destruction, adhering to prescribed guidelines. The destruction process was carried out with the assistance of officers from Central CGST, Raipur, in the presence of independent witnesses, officers from Customs ICD, Raipur, and officials from the Directorate of Revenue Intelligence (DRI).
The Customs Commissionerate, Indore's decisive action against illegal import and smuggling of foreign origin cigarettes and other contrabands demonstrates the government's commitment to curbing illicit trade and protecting the interests of legitimate businesses and consumers. By destroying these seized goods, the authorities have sent a strong message against such illegal activities and emphasized the importance of compliance with customs regulations and health warnings.
