IT Ministry Takes Over Discussions on Mobile Device Safety Standards from Telecom Department

The Ministry of Electronics and Information Technology (Meity) has taken over discussions on safety standards for mobile phones and communication devices from the Department of Telecommunications (DoT). This shift aligns with the Indian Telecom Security Assurance Requirements (ITSAR), according to official sources. Mobile phone manufacturers view this as a standard consultation between the government and industry.

ITSAR, developed by the National Centre for Communication Security (NCCS) under DoT, outlines safety standards for telecom network equipment. These include aspects like software updates and source code for communication devices. Previously, DoT managed consultations with mobile phone companies on these standards, but now Meity is responsible for handling safety issues related to mobile phones.

Industry Engagement in Safety Standards

Meity has already initiated discussions with mobile phone manufacturers and other industry stakeholders regarding safety standards. The India Cellular and Electronics Association (ICEA), representing companies such as Apple, Vivo, Xiaomi, and Dixon, noted that these discussions have been ongoing for several years. Multiple meetings have occurred to address this issue.

According to ICEA Chairman Pankaj Mohindroo, "It is completely normal for the government to engage industry in such discussions - ask technical and compliance questions, and for the industry to respond with international practices and what might be possible or not." He expressed satisfaction with the transparency and depth of these consultations.

Routine Consultations Underway

The process of engaging with industry players is described as routine and transparent. The government seeks input from the industry on technical and compliance matters while the industry shares insights on international practices. This open dialogue ensures that both parties understand what is feasible.

Sources indicate that Meity's involvement in these discussions is part of a broader mandate issued by the government. The process has just begun, and there is an ongoing conversation with industry players to address safety standards comprehensively.
