Jammu and Kashmir Chief Secretary Atal Dulloo has set an ambitious target of providing hands-on training to at least 2 lakh farmers in the Union Territory over the next five years. This initiative aims to equip farmers with the knowledge and skills necessary to adopt new techniques and technologies, thereby enhancing agricultural productivity and sustainability.

Promoting Knowledge Transfer and Practical Application
To achieve this goal, the Chief Secretary emphasized the importance of designating public and private farms in each block as training centers. These farms will serve as practical learning hubs where farmers can receive hands-on training from designated trainers. This approach aims to bridge the gap between theoretical knowledge and practical application, ensuring that farmers can effectively implement new techniques in their own fields.
Understanding Farmers' Needs and Challenges
Recognizing the diverse needs and challenges faced by farmers across the region, the Chief Secretary called for an extensive baseline survey involving 20,000-25,000 farmers from different areas. This survey will gather valuable insights into farmers' concerns, expectations, priorities, income levels, and awareness. Additionally, it will assess factors such as soil fertility, cropping patterns, weather conditions, and the use of inputs and machinery.
Harnessing the Potential of Agriculture
The Chief Secretary highlighted the pivotal role of the agriculture sector in transforming the economy of Jammu and Kashmir. He acknowledged that the potential of this sector has not been fully realized, and emphasized the need to leverage available resources and infrastructure. To this end, he encouraged a symbiotic relationship between agricultural universities and relevant departments, enabling the effective utilization of expertise and facilities for agricultural development.
Simplifying Access to Government Benefits
Recognizing the challenges faced by farmers in accessing government-sponsored benefits, the Chief Secretary called for simplified procedures. This will ensure that farmers can easily avail the support they need to enhance their agricultural practices and improve their livelihoods.
By implementing these initiatives, the Jammu and Kashmir government aims to revolutionize the agricultural sector, empowering farmers with knowledge, skills, and resources to drive economic growth and prosperity.
