The Kerala Assembly witnessed a heated debate as the Congress-led opposition challenged the state governments claim of being a sunrise economy while thousands of rupees in welfare scheme arrears remain unpaid. The opposition criticized the budget for lacking credibility and pointed out concerning fiscal indicators. Finance Minister K N Balagopal defended the budget, asserting that Keralas progress in various sectors continues despite financial challenges imposed by the central government.
The Congress-led United Democratic Front (UDF) opposition in Kerala raised concerns about the state's financial situation during the presentation of the 2024-25 budget in the assembly on Wednesday. The opposition criticized the government's claim of Kerala being a "sunrise economy" while it struggles to clear arrears under various welfare schemes.

Lack of Credibility and Fiscal Indicators
Leader of Opposition in the State Assembly, V.D. Satheesan, criticized the budget for lacking credibility. He pointed out that fiscal indicators allegedly reveal an increasing revenue deficit and a decline in capital expenditure. Satheesan further claimed that tax revenue, including GST, has not been increasing, and the state is becoming a haven for tax evasion due to poor collection efforts.
Government's Defense
State Finance Minister K.N. Balagopal defended the budget, stating that Kerala's financial situation is better compared to the union budget. He asserted that despite financial challenges caused by reduced allocations, grants, and borrowing limits imposed by the central government, Kerala has made progress in various sectors.
Balagopal highlighted the increase in the state's expenditure and revenue from tax collection over the last few years. He also addressed concerns about arrears in various welfare schemes, including those related to Supplyco, the Karunya Insurance scheme, social security schemes, pensions, and dearness allowance (DA) for government employees.
Social Welfare Schemes and Pension Amount
In response to criticism about the government's decision not to increase the social welfare pension amount, Balagopal explained that the priority is to ensure timely payments to over 62 lakh beneficiaries. He emphasized that the government can increase the amount through administrative action at any time.
New Budget Announcements
During the discussion on the budget, Balagopal made several new announcements. These included an increase in the budget allocation for the public distribution system to Rs 2,001 crore, an increase in the allocation for the agricultural labourers welfare fund to Rs 120 crore, and an allocation of Rs 1,000 crore to implement proposals raised during the Nava Kerala Sadas outreach program conducted by the state government last year.
The Kerala budget for 2024-25 sparked a debate in the assembly, with the opposition raising concerns about the state's financial situation and the government defending its policies and announcing new initiatives. The budget's implementation and its impact on Kerala's economy will be closely monitored in the coming months.
