Kerala Unveils Single-Window System to Accelerate Plantation Sector Repurposing

Keralas plantation sector is poised for a transformation with the introduction of a single-window system. This streamlined approach aims to expedite the repurposing of 5% of the sector for diverse projects, addressing challenges in obtaining official approvals.

Kerala is taking significant steps towards implementing a single-window system to expedite the repurposing of five percent of its plantation sector for diverse purposes. This move aims to overcome practical challenges in obtaining official approvals for non-plantation projects within the sector, as stated by Kerala Law Minister P Rajeeve during the inauguration of the second edition of the Kerala Plantation Expo in Kochi.

Streamlining Approvals for Non-Plantation Projects

The single-window system will streamline the approval process for non-plantation projects in the plantation sector. Minister Rajeeve, who also holds the portfolios of Industries and Coir, announced that a meeting of all allied departments will be convened soon to finalize the implementation details. The system is expected to be operational by the start of the next financial year, 2024-25.

Addressing Plantation Labourers' Quarters Renovation

Recognizing the financial burden faced by plantation owners in renovating quarters for plantation laborers, the Kerala government has taken a proactive approach to address this issue. Minister Rajeeve highlighted that the government will bear fully or partly the interest on loans taken by plantation owners for renovating old quarters. A meeting scheduled for January 25 will finalize the plan for this initiative.

Promoting Rubber Sector Development

The Kerala Rubber Ltd, set to commence operations in Velloor, Kottayam district, will venture beyond conventional rubber usage. The company will focus on value addition and explore sectors such as defense and health. Additionally, the state government is encouraging startups in the rubber sector to foster innovation and growth.

MSME Sector Growth and Employment Generation

Kerala's MSME sector has witnessed remarkable growth, with the establishment of 2.10 lakh enterprises since the beginning of the 2022-23 fiscal year. This surge has generated approximately 4.5 lakh job opportunities. In the current financial year, MSME units have secured loans totaling Rs 81,000 crore from various banks during the first three quarters ending December 2023.

Comprehensive Policy for Plantation Sector

To address the challenges faced by the state's plantation sector, the Industries and Commerce Department has commissioned a study by IIM-Kozhikode. Based on the findings and recommendations of this study, the government will formulate a comprehensive policy for the sector. This policy aims to revitalize the plantation sector and ensure its sustainable growth.

Kerala's initiatives to implement a single-window system for plantation sector repurposing, support plantation laborers' quarters renovation, promote rubber sector development, and foster MSME growth demonstrate the state's commitment to economic progress and social welfare. By addressing key challenges and leveraging opportunities, Kerala is poised to strengthen its plantation sector and drive inclusive growth.
