Kerala Finance Minister K N Balagopal Seeks Immediate Relief Package for Wayanad Rehabilitation

Kerala Finance Minister K N Balagopal has urged the central government to swiftly approve a special package for Wayanad, which suffered severe landslides in July. During discussions with Union Finance Minister Nirmala Sitharaman, Balagopal also requested the reversal of retrospective reductions on the state's borrowing limit. Kerala is seeking a Rs 2,000 crore relief package for Wayanad's rehabilitation.

Kerala Seeks Relief Package for Wayanad

Balagopal submitted a memorandum to Sitharaman, expressing hope for an immediate positive decision regarding the disaster-related aid for Wayanad. At a press conference, he mentioned that the Centre is considering the request and anticipated a favourable outcome. The memorandum highlighted the urgency of addressing the rehabilitation needs of the affected region.

National Highways Development and Borrowing Limit

In addition to seeking disaster relief, Balagopal addressed issues related to national highways development. Kerala has contributed 25% towards land acquisition costs for highway widening projects. The state has already spent Rs 5,580 crore out of an approved Rs 6,769 crore for this purpose. Balagopal requested that these expenses be classified as additional capital expenditure.

The memorandum further urged that Kerala be permitted to borrow Rs 6,000 crore in the current financial year without conditions. This request aims to ensure that the state's borrowing capacity is not adversely affected by its contributions to national infrastructure projects.

GST on Health and Life Insurance Premiums

Responding to inquiries about GST on health and life insurance premiums, Balagopal noted that the Group of Ministers (GoM) has yet to submit its report on this matter. The GST Council, led by Union Finance Minister and including state representatives, will make the final decision on rate rationalisation.

Currently, health insurance premiums are taxed at 18% GST. There is a general consensus that this rate should be reduced, and Balagopal expressed optimism about a positive approach being adopted in upcoming council meetings.

The discussions around GST rates are crucial as they impact affordability and accessibility of health insurance for citizens. A reduction in rates could potentially ease financial burdens on policyholders.
