LPG Biometric Aadhaar Authentication Rules: What Is The October 1st LPG Subsidy Rule? How to complete BAA?

The LPG Biometric Aadhaar Authentication rule has become mandatory for LPG customers with effect from October 1, 2026, especially for customers who enjoy subsidized benefits under the Pradhan Mantri Ujjwala Yojana (PMUY) scheme. Under the new rule, LPG customers will have to complete their Aadhaar-based e-KYC to get LPG cylinders refills at the subsidized rates starting next month. If e-KYC is not completed, these customers will not be able to avail direct benefit transfers (DBT) for their LPG refills.

LPG Subsidy October 1st Rule

As per new reports, the Oil Ministry has made it mandatory for users to complete their LPG biometric Aadhaar authentication with effect from October 1, 2026. The reason behind this rule is to ensure genuine and eligible customers are receiving subsidized LPG benefits and to tackle diversion of domestic LPG cylinders for commercial and industrial usage.

The Oil Ministry has directed oil marketing companies like Indian Oil, BPCL, and HPCL to halt LPG subsidy benefits of customers who have not completed their biometric authentication (BAA) immediately until they complete the e-KYC process.

Data from Oil Ministry reveals that at least 3.16 crore domestic LPG customers are yet to complete their LPG biometric Aadhaar authentication.

According to the ministry, LPG subsidy benefits, including direct benefit transfers (DBT) and targeted subsidy refills for non-BAA customers, were halted from July 1, 2026. However, they have noticed that these consumers still continue to get LPG refills at regulated retail prices with subsidized benefits, which puts further pressure on the financial burden of the exchequer.

The ministry emphasized that 100% BAA compliance is required for prudent use of public funds.

Who Will Not Receive Subsidized LPG Refills?

The rule is simple. PMUY beneficiaries and non-BAA customers will have to complete their biometric Aadhaar authentication. As long as they avoid or do not comply with the rule, they cannot receive LPG refills at subsidized rates.

Although, they will still be able to buy LPG refills but they have to pay the prevailing market price.

Even if you are not a PMUY customer, you still have to complete your e-KYC to buy LPG at domestic rates.

Oil Ministry said, "For consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed."

Who Will Continue To Receive Subsidized LPG Refills?

As per the ministry data, at least 27.4 3 crore of Indian households have complied with the Aadhaar e-KYC rule. These customers do not need to worry. They can continue to enjoy LPG refills at subsidized rates.

"Consumers who have already completed BAA do not need to do it again. Their refills continue as before," the Oil Ministry said.

To put in perspective, domestic LPG is sold below cost. According to the ministry, the implicit subsidy for September 2026 is around Rs 210 per 14.2 kg cylinder; in June 2026 it reached Rs 721 per cylinder.

To keep domestic LPG affordable, the Government paid OMCs compensation of Rs 22,000 crore in FY 2022-23 and is paying Rs 30,000 crore during FY 2025-26 and FY 2026-27. Even after this, accumulated under-recoveries of public sector OMCs on domestic LPG exceeded Rs 62,000 crore as on 31 August 2026. Directing the subsidy only to genuine consumers is essential to sustaining it.

It said, consumers who have not yet completed BAA are urged to do so before 1 October 2026 through any of the channels above, available in both urban and rural areas.

During refill delivery: the delivery person can complete authentication on the spot using the OMC mobile application.

Notably, video tutorials on completing self e-KYC are available on the PMUY portal.

As of now, 89.9% of households have completed their e-KYC. Consumers were first asked to complete BAA by 30 June 2026. The deadline was extended several times to give consumers more time: to 31 July, 7 August, 15 August, 23 August, 31 August, 7 September and finally 14 September 2026.

Since October 2023, Oil Marketing Companies (OMCs) have run a nationwide outreach drive. More than 12 crore SMS and WhatsApp messages have been sent. Distributors and delivery staff have followed up individually with consumers yet to authenticate. Special camps have been held at distributorships, high-footfall locations and in rural areas. IVRS prompts during refill booking, mobile notifications, and campaigns on social media, in newspapers and through other channels have also been used.
