LPG Gas Cylinder New Rules From November 1, 2026: What Will Change For Indane, HP Gas, Bharat Gas Next Month?

The month of November is less than a week away, and a host of changes are expected for LPG gas cylinder users, right from prices, refilling, e-KYC to booking. While the majority of the LPG rules will be carried forward in November, the biggest change is likely to be a revision in either domestic or commercial LPG prices with effect from November 1st. The reason would be the elevated crude oil price, which has neared $117 per barrel. The international crude market directly impacts commercial LPG prices instead of domestic. Here are some of the major changes that will be implemented in November.

1. Commercial LPG Prices Hike From November 1, 2026?

The biggest rule change in November is the buying price of commercial LPG cylinders, which come in 19Kg variants. Currently, the international crude oil price is at a 4-year high and near $117 per barrel, with a trajectory of further increase ahead as US and Israel are likely to strike Iran again in the coming weeks, while Iran-backed Houthis have continued to attack Saudi Arabia. Amidst this, the global oil and gas transit through the Strait of Hormuz is hit heavily, leading to an energy crisis and pushing countries to hike their gasoline, LPG and other petroleum product prices.

In India, commercial LPG prices have been hiked from September to October due to rising crude oil prices. Oil marketing companies (OMCs) revise these prices every start of the month.

2. Domestic LPG Prices To Remain Same Or Not?

As per the Oil Ministry explainer, commercial LPG is heavily used by hotels and businesses, and accordingly, the prices are revised automatically every month because the price is a direct pass-through of the international benchmark crude oil prices. The domestic LPG cylinders are not.

This is why OMCs have made minimal revision in domestic or 14.2 kg LPG cylinders. The last revision in domestic LPGs was on June 7, 2026, and since then prices have remained unchanged. Since the crude oil price impact is far greater in commercial than domestic, the chance of 14.2 kg of LPG remaining unchanged even in November is high.

3. PNG Prices Revision From November 1, 2026?

Although rising crude oil prices do not directly impact piped natural gas (PNG) prices in India, a lot depends upon on how much city-gas distributors' natural gas supply is from domestically produced gas versus imported liquefied natural gas (LNG). Apart from this, government pricing rules, distribution costs and taxes are also added to the final price.

Since the West Asia conflict began in late February, city-gas distribution companies have hiked PNG prices twice at a minimal rate. PNGs are naturally cheaper than LPG. An update regarding PNG prices from November 1, 2026, will be keenly watched.

4. LPG Gas Cylinder E-KYC Rules

This month, Oil Ministry has made it mandatory for LPG users to complete their biometric Aadhaar authentication. Failure to complete your LPG Aadhaar e-KYC could have a significant impact on your refilling and booking of LPG cylinders.

For instance, if you are a PMUY beneficiary and have not completed your e-KYC, you cannot get LPG refill at a subsidised rate. Generally, the government offers Rs 200-300 LPG subsidy through direct benefit transfers (DBT) to these beneficiaries, reducing their buying price.

For consumers who have not completed Aadhaar authentication, refill booking at RSP with subsidy will be enabled once authentication is completed, as per the ministry.

This rule will continue in November as well.

5. Gas Cylinder Booking Intervals of 25-Days

While the OMCs have reduced the booking interval for rural area customers to 25 days from 45 days, the rule has not changed for urban area customers since March 2026. Now, both rural and urban LPG users have to wait 25-days for their LPG refills, a hike of 4 days from the earlier LPG refill gap of 21 days.

Any update on this will be keenly watched.

6. Don't Want To Complete Your LPG E-KYC?

Besides making LPG Aadhaar mandatory, the Oil Ministry does give an option to LPG users to decide whether they want to complete their e-KYC or not.

Consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels. These consumers will be supplied LPG applicable market price, without any subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC, as per the ministry guidelines.

This rule will remain in November 2026.

7. New LPG Connection

There are reports stating that several states are not able to enrol new LPG connections for 14.2 Kg Indane Gas, HP Gas, and Bharat Gas cylinders. The recent report is from Karnataka, which has witnessed significant population growth, urbanisation and expansion of residential settlement. However, citizens are not able to get a new LPG connections.

Karnataka's Food, Civil Supplies & Consumer Affairs Minister, Rizwan Arshad, revealed that a considerable number of newly formed households, including economically weaker families, migrant and low-income households, and several families in newly developed residential areas -- yet to receive their LPG connections.

Karnataka is not the only one; several other states are facing the same. A clarity on applying for a new LPG connection is yet to be known.

8. LPG-PNG Connection: MyPNG Portal

The government continues to expand PNG connections rapidly. This month, the government launched PNG Drive 3.0 and "MyPNG Portal" to accelerate India's transition to a gas-based economy.

The new PNG portal, a unified national digital consumer portal was launched to streamline PNG services, improve access to information, and strengthen interactions between consumers and City Gas Distribution (CGD) entities.

9. Gas Cylinder Termination 30-Day Rule

This rule has stayed since May 2026 and will continue in November as well. The government has given Indian household customers a 30-day period to terminate their LPG connections, whether they are with Indane Gas, HP Gas or Bharat Gas, once they switch to PNG.

10. Booking Advisory For Indane Gas, HP Gas, Bharat Gas

Some of the March 2026 booking rules continue to be in place. This includes online booking for LPG cylinders. Another rule is that for LPG delivery, a customer should have a one-time password (OTP) which will be sent to them on their registered mobile number. If there is no OTP, the delivery will not be completed. Additionally, the government's rule on "One Household, One Cooking Gas" is still in effect and will continue in November as well.
