LPG Gas Cylinder Rules From October 1; Ten Major Changes In Indane Gas, HP Gas, Bharat Gas Next Month

The month of October is just around the corner, and once again major changes are expected in LPG gas cylinders and PNG users. From revision in LPG and PNG prices to booking and refilling rules, it will play a major role in how you order your Indane Gas, HP Gas, and Bharat Gas. Also, the LPG biometric Aadhaar authentication from the month of October will impact both PMUY and non-PMUY customers.

1. LPG Gas Cylinder E-KYC Deadline Ends On October 1, 2026

Both PMUY beneficiaries and non-PMUY beneficiaries must complete their LPG biometric Aadhaar authentication. The new extended deadline is fixed on September 30, 2026. If LPG users miss this deadline, then their domestic LPG cylinders will be sold at commercial rates to them.

Those who have completed their e-KYC need not to worry. The LPG customers were first asked to complete their e-KYC by June 30, 2026. Then the government fixed the deadline several times to give consumers time to complete their e-KYC. Before September 30th, the deadline was September 14, 2026. Prior to this, the deadline was September 7, August 31, August 23, August 15, August 7, and July 31.

2. Domestic LPG Cylinders At Commercial Rates

Since the consequences of missing the LPG e-KYC deadline of September 30th, is domestic LPG cylinders being sold at commercial rates to those who have not completed the process, here's an example on how you will be impacted:

Domestic LPG Prices In India: Currently, 14.2 Kg domestic LPG cylinders are priced at Rs 942 in Delhi, at Rs 941.50 in Mumbai, at Rs 968 in Kolkata and at Rs 957.50 in Chennai.

Commercial LPG Prices In India: The 19 Kg LPG cylinders are priced at Rs 2,747.50 in Delhi, at Rs 2,701 in Mumbai, at Rs 2,884 in Kolkata and at Rs 2,916.50 in Chennai.

So if LPG customers fail to complete their e-KYC, they might pay Rs 1,805.5 more on their domestic LPG cylinder in Delhi (Rs 2,747.50 commercial rate - Rs 942 domestic rate). The same impact will likely be felt in other cities as well.

3. LPG Prices In India Cut Or Hike

Every start of the month, Indian oil marketing companies (OMCs) revise the prices of LPG cylinders across the country. The new rates will be effective from October 1, 2026.

For September 2026, OMCs hiked 19 Kg LPG prices by Rs 9.50 to Rs 11.50 across major cities. This came after OMCs cut prices in August and July.

However, OMCs have kept domestic LPG prices unchanged since June 7, 2026.

4. LPG Subsidy Rules From October 1, 2026

The September 31st deadline is aligned with the government's new rule where it has made LPG biometric Aadhaar authentication mandatory with effect from October 1, 2026. The reason behind this rule is to ensure genuine and eligible customers are receiving subsidized LPG benefits and to tackle diversion of domestic LPG cylinders for commercial and industrial usage.

The Oil Ministry has directed oil marketing companies like Indian Oil, BPCL, and HPCL to halt LPG subsidy benefits of customers who have not completed their biometric authentication (BAA) immediately until they complete the e-KYC process.

Under the new rule, consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.

5. Gas Cylinder Booking Intervals Cut To 25-Day From 45-Day

One of the biggest change announced this month was relief to LPG users in rural areas. The ministry has trimmed the booking interval gap for rural area customers to 25 days from 45 days.

6. You Can Choose Not To Complete Your LPG Biometric Aadhaar Authentication

The ministry does allow you to have a choice on whether you want to complete your BAA or not. As per guidelines, consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels.

7. Gas Cylinder Refill Rules For Urban Area Customers

As of now, the LPG refill booking gap is kept unchanged to 25-days for urban area customers. Hence, a revision in this timeline in October month will be keenly watched. The highest number of users for 14.2 Kg cylinders are in urban cities.

8. LPG-PNG Switch

Apart from revising various LPG rules, the government still continues to expedite the process of switching from LPG to PNG. The Incentive Scheme for Promotion of Domestic PNG Connections, effective from 1 September 2026, will continue in October as well. The scheme is aimed at accelerating the expansion of active domestic PNG connections.

9. LPG New Connection

A clarity on applying for new LPG connection is yet to be known. Since the conflict in Middle East escalated in late-February, to curb LPG supply shortages, the government has banned new LPG connections. As per reports, many customers still try to apply for LPG connections, but bookings remain closed across gas companies like Indian Oil, HPCL, and BPCL. As per reports, no new connections for 14.2 Kg Indane Gas, HP Gas and Bharat Gas have been issued since March 2026.

10. Gas Cylinder Termination 30-Day Rule

This rule was introduced in May month. The government has given Indian household customers a 30-day period to terminate their LPG connections, whether they are with Indane Gas, HP Gas or Bharat Gas, once they switch to PNG.

Hence, if you get your PNG connections, you will have exactly 30-days to remove your LPG connections. However, the ministry has also given a relief to LPG users after following this rule. These LPG users can apply for a transfer voucher to obtain their LPG connection if they shifted to a non-PNG area in the future.

The rule will stay in October as well until further notice.

11. Indane Gas, HP Gas, Bharat Gas Booking Advisory

Some of the March 2026 booking rules continue to be in place. This includes online booking for LPG cylinders. Another rule is that for LPG delivery, a customer should have a one-time password (OTP) which will be sent to them on their registered mobile number. If there is no OTP, the delivery will not be completed.

Additionally, the government's rule on "One Household, One Cooking Gas" is still in effect and will continue in October as well.
