Amid a shortage of commercial LPG cylinders in the national capital, the Delhi Government has introduced a priority-based distribution policy to ensure essential services continue without disruption. The Department of Food, Supplies and Consumer Affairs issued the order on March 14 following directions from the Ministry of Petroleum and Natural Gas.

Under the temporary arrangement, only about 20% of Delhi's usual daily demand roughly 1,800 commercial cylinders will be supplied through a regulated system managed by the three public sector Oil Marketing Companies (OMCs). The move aims to prevent panic buying, hoarding and supply misuse while ensuring fair access across sectors.

Up to 11% or around 200 cylinders per days to educational institutions, hospitals, railways and airports. They are eligible for up to 100% of their daily requirement within the cap.
Up to 13%, approx. 236 cylinders per day includes government departments, Public Sector Undertakings (PSUs) and official canteens operating on government premises.
Up to 42% or approx. 762 cylinders per day covers restaurants, eateries and other food outlets, which account for the largest share of commercial consumption.
Priority 4 (4% - approx. 72 cylinders per day) is allocated to hotels, hospitality units, guest houses and charitable or religious trusts.
Priority 5 (11% - approx. 200 cylinders per day) includes dairies, bakeries and sweet shops.
Priority 6 (9% - approx. 162 cylinders per day) is meant for caterers and banquet halls involved in large-scale food preparation.
Priority 7 (1% - approx. 18 cylinders per day) covers dry cleaning units, packaging businesses and pharmaceutical units.
Priority 8 (8% - approx. 150 cylinders per day) includes sports facilities, stadiums and other miscellaneous commercial users.
The government has divided the available cylinders among oil companies according to their market presence in Delhi. Indian Oil Corporation will supply the largest share, followed by Bharat Petroleum and Hindustan Petroleum. Most deliveries will be made in the standard 19-kg commercial cylinder size, while smaller 5-kg cylinders will not be part of this distribution system.

Officials clarified that cylinders will be supplied only against confirmed bookings, and pending requests will be cleared in sequence on a first-come, first-served basis. To prevent stockpiling and misuse, each consumer's allocation will depend on their average usage over the past three months, as recorded in company databases, and cannot exceed the limits set for their category.
