On February 27, Maharashtra's Deputy Chief Minister and Finance Minister, Ajit Pawar, presented the state's interim budget for the upcoming financial year 2024-25. The budget, which comes ahead of the Lok Sabha elections, focuses on welfare schemes for various sections of society, infrastructure development, and promoting tourism.

No New Taxes and Sustainable Growth

In a significant move, the interim budget refrained from proposing any new taxes. This decision aims to provide relief to citizens and businesses amid economic challenges. The government's goal is to expand the state's economy to USD 1 trillion through sustainable, environment-friendly, and inclusive development.

Welfare Schemes and Social Initiatives

The budget prioritizes the implementation of welfare schemes for the youth, women, the poor, and farmers. A scheme to provide pink auto-rickshaws to 5,000 women in ten major cities was announced, empowering women and promoting entrepreneurship. Additionally, the government plans to set up 15-bed day-care modern chemotherapy centers in all districts and make dialysis centers functional in 234 rural hospitals, enhancing access to healthcare services.

Infrastructure Development and Connectivity

Significant investments are allocated for infrastructure development. An outlay of Rs 18,165 crore has been proposed for the District Annual Plan, marking a 20% increase from the previous year. The budget also includes provisions for key projects such as the Virar-Alibag Multimodal Corridor, Pune Ring Road, and Jalna-Nanded Expressway. Land acquisition for the Mumbai-Ahmedabad Bullet Train project is nearing completion in Maharashtra, and the Navi Mumbai Airport's first phase is expected to be operational by March 2025.

Healthcare Initiatives and Insurance Schemes

The government is committed to improving healthcare services. An All India Institute of Medical Sciences (AIIMS) will be established in Aundh, Pune, following the successful model of AIIMS, Nagpur. The annual health cover under the Mahatma Jyotirao Phule Jan Arogya Yojana has been increased from Rs 1.5 lakh to Rs 5 lakh per family, and the number of hospitals covered has been expanded. Additionally, insurance payouts have been made to farmers under the 'One Rupee Crop Insurance Scheme' for the 2023 kharif season.

Promoting Tourism and Economic Growth

Recognizing the potential of tourism, the budget outlines plans to roll out a sustainable tourism policy. Theme parks, adventure sports, shopping malls, water parks, and accommodation facilities will be developed at 50 newly identified tourist destinations. This initiative aims to boost tourism and contribute to economic growth.

Opposition's Criticism and Concerns

While the government highlighted the budget's focus on welfare and development, the opposition parties expressed criticism. Shiv Sena (UBT) president Uddhav Thackeray termed the budget as "full of assurances" and "pro-contractors," suggesting that it was influenced by upcoming elections rather than sound financial planning. Other opposition leaders raised concerns about the lack of attention to youth, farmers, and women's issues.

Maharashtra's interim budget for 2024-25 strikes a balance between welfare initiatives, infrastructure development, and promoting economic growth. While the government's efforts to provide relief and support to various sections of society are commendable, the concerns raised by the opposition regarding financial planning and addressing key issues cannot be ignored.
