HSRP Maharashtra rule: Pre-1 April 2019 vehicles must install new plates from 1 July
Maharashtra will make High Security Registration Plates (HSRP) mandatory from 1 July for vehicles registered before 1 April 2019, Transport Minister Pratap Sarnaik said. Owners must book an appointment on the Transport Department website and complete installation by 30 June. Vehicles without HSRP may be fined INR 1,000.
Maharashtra will require High Security Registration Plate HSRP from July 1 for vehicles registered before April 1, 2019. Transport Minister Pratap Sarnaik said the step aims to improve vehicle security and identification. Sarnaik warned that vehicles without HSRP will fined Rs 1,000. The rule follows central government guidelines, Sarnaik said on Thursday.

The state had earlier set December 31, 2025 as the deadline for changing older number plates. Sarnaik said the deadline was extended further to June 30. Sarnaik asked owners to use this extra time to complete the process. Sarnaik said the system would make identification more secure and transparent.
HSRP deadline Maharashtra and penalty details
Sarnaik said the High Security Registration Number is key to limiting theft and fraud. Sarnaik said it helps stop fake number plates and misuse in criminal activities. Sarnaik said HSRP was made mandatory for older vehicles in Maharashtra too. Sarnaik linked the decision to the central government’s rules.
Sarnaik said the department will act against vehicles that miss the deadline. Sarnaik said checks will focus on owners without HSRP or appointments. Sarnaik said a special inspection campaign on roads will begin on July 1, 2026. Sarnaik said action will follow the Motor Vehicles Act.
HSRP booking Maharashtra through official website
Sarnaik asked vehicle owners to use the Transport Departments official website. Sarnaik said owners should book an advance appointment for installing HSRP. Sarnaik also clarified that the concerned vehicle owners must complete this process before June 30. Sarnaik said booking is also needed to avoid enforcement action later.
Sarnaik appealed to owners not to use unauthorised agents for HSRP registration. Sarnaik said people should register only through the official website. Sarnaik urged owners to treat the process seriously for vehicle security. Sarnaik said cooperation with the government would support enforcement and safer identification.
