In a significant move, Meghalaya Chief Minister Conrad K Sangma presented a budget of Rs 2,029 crore for the 2024-25 financial year, marking a deficit budget. Key Budget Highlights

Chief Minister Sangma, who also holds the finance portfolio, presented a comprehensive budget with a total receipt of Rs 27,072 crore. Revenue receipts accounted for Rs 23,515 crore, while capital receipts stood at Rs 3,557 crore. Excluding borrowings of Rs 3,527 crore, the total receipts were estimated at Rs 23,545 crore. On the expenditure side, the total outlay was set at Rs 27,072 crore, with revenue expenditure projected at Rs 19,653 crore and capital expenditure at Rs 7,419 crore. Notably, excluding loan repayments of Rs 1,498 crore, the total expenditure was estimated at Rs 25,574 crore.

The budget also outlined significant allocations for interest payments and pension payments. Interest payments for the 2024-25 fiscal were estimated at Rs 1,236 crore, while pension payments were projected at Rs 1,865 crore. These allocations underscore the government's commitment to financial obligations and social welfare.

Mission 10: A Vision for Economic Prosperity

At the heart of the budget is Mission 10, an ambitious plan to transform Meghalaya into a USD 10 billion economy by 2028. This vision is anchored on leveraging 10 opportunities and providing 10 guarantees to drive economic growth. Chief Minister Sangma emphasized that the accomplishment of Mission 10 in 2028 will coincide with 10 years of the MDA government, marking a significant milestone in the state's development journey.

The budget also sets an audacious goal for Meghalaya to be among the top 10 states in India in terms of per capita GDP by 2032. Recognizing the challenges ahead, the Chief Minister expressed his government's unwavering commitment to making this aspiration a reality. As an intermediate step, Meghalaya aims to contribute to the vision of a "Viskit Bharat" (developed India) by increasing its GDP to USD 10 billion by 2028. This commitment, made to Prime Minister Narendra Modi a year ago, was reiterated in the budget presentation.

Strategic Sectoral Allocations

To drive economic growth and social development, the budget allocated significant funds to key sectors. Gender budgeting received a substantial allocation of Rs 5,271 crore, demonstrating the government's commitment to gender equality and women's empowerment. Recognizing the urgency of climate action, Rs 4,501 crore was earmarked for climate-related initiatives. Education, a cornerstone of societal progress, received an allocation of Rs 3,539 crore, while healthcare was allocated Rs 1,970 crore to ensure the well-being of the population.

Infrastructure development, a crucial enabler of economic growth, received a significant boost with an allocation of Rs 2,709 crore for the roads and building sector. These strategic investments aim to enhance connectivity, improve transportation, and create a conducive environment for businesses and industries to thrive.

Strengthening Fiscal Resources

The budget highlighted the state's efforts to bolster its fiscal resources. Total estimated transfers from the Centre are projected to increase to Rs 18,168 crore in the current year, up from the budget estimate of Rs 15,467 crore. The share of central taxes is expected to rise to Rs 9,355 crore for the 2024-25 financial year, registering a growth of 10 percent. Additionally, the state's own tax revenue has witnessed a commendable increase of 23 percent to Rs 3,262 crore compared to the previous year.
