Meghalaya Chief Minister Proposes Rs 1.2 Lakh Crore Projects to 16th Finance Commission

Meghalaya Chief Minister Conrad K Sangma has put forward projects valued at Rs 1.2 lakh crore to the 16th Finance Commission, led by Arvind Panagariya. This proposal was presented during a meeting with the commission, which is set to release its recommendations by October 31, 2025. These recommendations will cover a five-year period starting April 1, 2026.

Meghalaya Proposes Major Projects to Finance Commission

Panagariya praised the presentation, stating, "The chief minister was very engaged. One could see the passion and the engagement he has with the state's development. We were very impressed with what we saw. The presentation itself was very extensive." The proposal included various programmes focusing on demography, geography, and tourism.

Focus on Forests and New Criteria

The state suggested increasing the weight given to forests in revenue sharing from 10% to 15%. This proposal aims to enhance Meghalaya's share based on its forest cover. Additionally, a new criterion called rural dispersion of the population was proposed, suggesting a weight of 2.5% to 5%.

Panagariya highlighted the state's success in reducing maternal mortality rates through a comprehensive programme tracking pregnant women throughout their pregnancies. This initiative has significantly improved maternal health outcomes in Meghalaya.

Economic Goals and Initiatives

The state government has set ambitious economic targets under its Mission 10 initiative. It aims to increase its GDP to USD 10 billion by 2028, raising per capita income to approximately USD 3,000. This plan reflects Meghalaya's commitment to economic growth and development.

The presentation also showcased an early childhood development programme where children are trained in various sports from a young age. This initiative is part of the state's broader efforts to improve education and skill development among its youth.

Financial Challenges

Despite these initiatives, Meghalaya faces financial challenges with a high debt-to-GDP ratio and fiscal deficit. Addressing these issues remains crucial for the state's economic stability and growth prospects.

In addition to the chief minister's proposals, three autonomous district councils in Meghalaya requested grants exceeding Rs 8,000 crore during separate presentations to the commission. These grants aim to support local development projects within their jurisdictions.

The proposals presented by Meghalaya reflect a comprehensive approach to addressing both developmental needs and financial challenges. The focus on forests and rural dispersion highlights unique aspects of the state's economy that could influence future revenue-sharing models.
