Mizoram Government Introduces Financial Assistance Scheme for Farmers and Small Entrepreneurs

The Mizoram government has introduced a new initiative called Bana Kaih to support small entrepreneurs and farmers. Chief Minister Lalduhoma announced the programme at Vanapa Hall in Aizawl. This scheme aims to provide financial assistance to farmers growing ginger, turmeric, Mizo chilli, and broomsticks. These crops will be purchased through farmer societies established in villages.

Under this initiative, the government has set minimum prices for these cash crops. If farmers sell their produce below these rates, they will receive support prices. However, if they manage to sell at higher prices, the government will not intervene. Additionally, paddy unhusked rice will be bought at Rs 30 per kg from Kolasib and Mamit districts.

Support for Farmers and Entrepreneurs

The scheme is designed for hardworking individuals seeking progress. Strict criteria will be applied in selecting beneficiaries. Search committees from implementing departments will scrutinise applications. The government will offer loans and act as a guarantor under this programme. Beneficiaries who consistently repay loans may receive interest subvention of up to 100%.

Agriculture Minister PC Vanlalruata highlighted that over 45,500 farmers have registered on the government portal for crop purchases. By the end of the harvest season, it is expected that more than 10.84 lakh quintals of ginger, 77,492 quintals of turmeric, 36,774 quintals of Mizo chilli, and 1.2 lakh quintals of broomsticks will be produced.

Financial Allocation and Implementation

The state government has allocated Rs 200 crore for the scheme's implementation in 2024-25. An additional Rs 110 crore has been set aside for agricultural assurance in the 2023-24 fiscal year. The programme aims to uplift farmers by purchasing local agricultural produce and promoting entrepreneurship and skill development.

Officials stated that the scheme addresses institutional credit availability issues, particularly microcredit for agriculture and small industries. It will be implemented by integrating it with various central schemes. The initiative also seeks to create employment opportunities for youth and boost small-scale and agro-based industries.

Chief Minister Lalduhoma urged MLAs to ensure successful implementation in their constituencies. He emphasised that the scheme is meant for those who are diligent and desire progress. The programme's success relies on strict adherence to selection norms and effective execution by all involved parties.
