The strike warning has been issued by the BEST Sanyukt Kamgar Kruti Samiti, which represents employees across both the bus transport and electricity divisions. The unions have stated that the agitation is not centred around a single issue but stems from years of unresolved concerns related to salaries, arrears, employee welfare, service conditions and the financial future of the undertaking.

According to union leaders, the biggest concern is the continued financial uncertainty surrounding BEST. Employees have demanded that the BEST budget be merged with the Brihanmumbai Municipal Corporation (BMC) budget, arguing that such a move would provide a stronger and more stable financial framework for the undertaking.
The workers believe that a merger would help ensure timely payment of salaries, clear pending dues and provide adequate funding for daily operations. They have demanded a long-term solution rather than temporary financial assistance that only addresses immediate cash shortages.
The financial condition of BEST has remained under pressure for several years due to increasing operating expenses, fare-related limitations and challenges related to maintaining and expanding its fleet. The undertaking has repeatedly relied on support from the BMC to sustain transport operations.
Rs 500 Crore BMC Aid Not Enough, Say BEST Unions Amid Pending Dues
Recently, the BMC sanctioned a financial allocation of Rs 500 crore to BEST. While welcoming the decision, union leaders said the amount is insufficient to clear the entire backlog of employee dues and solve the deeper financial problems of the organisation.
Uday Ambonkar, General Secretary of BEST Karmachari Sena, has stated that one-time financial assistance cannot be a permanent solution and that the civic body needs to establish a predictable funding mechanism to prevent recurring salary delays and financial instability.
Regularisation of Contract Workers Among Key Demands Behind BEST Strike
A major demand of the unions is the absorption of contractual drivers into the permanent workforce, along with better salaries, benefits and service protections.
The workers' representatives said that permanent employees are still awaiting certain dues and arrears, while contractual and casual employees continue to face uncertainty due to limited welfare coverage and weaker employment safeguards.
The unions have also sought immediate payment of pending dues to retired BEST employees, stating that retired staff and their families should not suffer because of delays in administrative or financial decisions.
Demand for 5,000 BEST-Owned Buses
Beyond employee-related concerns, the unions have demanded the procurement of 5,000 BEST-owned buses to strengthen the public transport fleet.
According to them, increasing the number of buses directly owned by BEST would improve operational reliability and reduce dependence on external arrangements, which they believe often create uncertainty for both workers and commuters.
