Nagaland Chief Minister Neiphiu Rio presented the state budget for the 2025-26 fiscal year, amounting to Rs 24,849 crore. As the finance minister, Rio projected gross receipts and expenditures at Rs 24,849.01 crore and Rs 24,699.01 crore respectively. The surplus of Rs 150 crore is expected to be used for public account expenses, including pensions and wages.

Rio emphasised the continuation of four major state-sponsored programmes: CM Health Insurance Scheme, CM Life Insurance Scheme, Credit Empowerment Summit & Micro Finance Initiative Expansion, and Integrated Business Hub & Innovation Centre. He also introduced new initiatives aimed at enhancing development in various sectors.
Focus on Skill Development and Energy Security
The Nagaland Skill Mission plans to train 5,000 youths in self-employment and private-sector jobs by 2025-26. This initiative will be linked to the Chief Minister's Micro Finance Initiative (CMMFI) to support entrepreneurship. Additionally, the State Solar Power Mission will align with the PM Surya Ghar Muft Bijli Yojana, with an allocation of Rs 10 crore to address energy deficits and reduce consumer power costs.
Rio announced the Chief Minister’s Fellowship Programme to develop future leaders and policy innovators, with a budget of Rs 2.50 crore. This programme aims to nurture talent and innovation among young individuals in Nagaland.
Infrastructure Development in Border Areas
To accelerate development in villages near interstate borders, a new initiative will receive Rs 15 crore. This funding will focus on essential infrastructure such as buildings, roads, power, and water supply. The goal is to improve living conditions and connectivity in these areas.
An overall amount of Rs 190 crore has been allocated for various developmental activities in the upcoming fiscal year. Rio stated, "This budget reflects our unwavering commitment to fostering economic growth, improving public service delivery and creating employment opportunities for citizens of Nagaland."
