New FASTag Rules From November 1, 2026: Check Eligibility For Rs 1,500 Or Rs 3,000 Annual Pass At Toll Plazas

The government has launched a new 'Concessional Local Pass' for eligible non-commercial vehicle owners residing within 20 km of a National Highway fee plaza. This new rule has come into effect from November 1, 2026.

New FASTag Rules From November 1, 2026:

Under the new FASTag rule, the government has introduced a concessional pass of Rs 1,500 for fee plazas that are located outside municipal or local town areas. While the Rs 3,000 fee stays for toll plazas situated within these limits.

The new provision allows eligible non-commercial vehicle owners with a valid and functional FASTag, residing within a 20 km range, to choose between either the existing monthly pass or the concessional Local Pass for commuting through specific fee plazas.

"The pass will be valid only for that fee plaza and will not be transferable to any other plazas," the guideline said.

That being said, the concessional Local Pass will not be available on National Highways or Expressways where toll fee collection is based on a closed user-fee collection system. It will also not be issued where a service road or alternative road is available for use by commuters.

With over 13 crore FASTags issued across the country, the new provision aims to provide an option for eligible residents living near toll plazas to make travel more economical and enhance Ease of Commuting for local residents.

New Toll Plaza Rules Explained:

The new annual pass charges are:

Toll plaza location outside municipal/local town limits: Rs 1,500 annual pass fees.

Toll plaza location within municipal/local town limits: Rs 3,000 annual pass fees.

Who Is Eligible?

This concessional annual pass fee is for private passenger cars owners. The commercial cars which are heavy in size are not eligible.
2. You should reside within 20 km of the concerned National Highway toll plaza.

3. Your vehicle should be equipped with a valid and functional FASTag.

How does the pass work?

The eligible private car owner can either continue to hold existing FASTag annual fees pass of Rs 3,000 or change to the new concessional fees of Rs 1,500. Both options are available.

However, the concessional annual pass does not work on every toll plazas. For instance, if you purchase a Rs 1,500 annual pass for Toll Plaza A which is within 20 km reach of your residency, you can use the pass there but that does not mean the pass will be eligible at toll plaza B.

The concessional annual pass will not work on National Highways or Expressways operating under a closed user-fee collection system. Also, the Rs 1,500 pass will bot work on toll plazas where a service road or alternative road is available for commuters.

What should vehicle owners do?

1: The first and foremost task is to check whether your residence falls within the eligible 20 km radius.

2: Then ensure your FASTag is active and functional.

3. Further, check whether your toll plaza falls under the Rs 1,500 or Rs 3,000 category.

4. Lastly, check eligibility and application details through the official FASTag/NHAI channels.

The key takeaways from this rule is that if you travel frequently to a particular toll plaza within 20 km of your radius and the particular toll plaza has the feature of concessional annual pass, then the private car owner has an opportunity to save up to Rs 1,500.

But since the Rs 1,500 annual pass does not work on every highs or expressways or other toll plazas, it is advisable to compare both the passes and where they are available to avoid hassle.
