NYPD use-of-force review ordered by Mayor Zohran Mamdani with expanded oversight measures
Mayor Zohran Mamdani has ordered the New York Police Department to conduct a wide review of officers’ use of force. He also announced new police oversight steps, including more funding for the Office of the Inspector General for the NYPD and clearer accountability policies for alleged misconduct, amid pressure from progressive supporters.
Mayor Zohran Mamdani ordered the New York Police Department to carry out a broad review of officer use of force. The move aimed to answer pressure from progressive supporters seeking tighter City Hall control. Officials said the review would examine how force is used against civilians. The process was expected to run for months and include community input.

Mamdani also announced extra oversight steps for the police department. The plan included more funding for the Office of the Inspector General for the NYPD. It also set out policies meant to increase accountability in misconduct cases. "When the government uses force against a New Yorker, the standard for accountability must be at its highest. Every New Yorker deserves to know that force will be used lawfully, carefully and only when necessary,\" the mayor said.
NYPD use-of-force review and new oversight measures
City Hall said the NYPD use-of-force review was the first in a decade. Mamdani said the department had already changed retirement handling rules. A new system prioritised finishing discipline cases before any retirement. The NYPD also planned to formalise notices to state officials. This aimed to stop rehiring by other agencies.
City Hall linked Monday’s announcement to a recent retirement tied to a fatal shooting. An officer facing internal disciplinary charges retired before a hearing took place. The case involved 19-year-old Win Rozario, who died in 2024. Police shot Win Rozario during a mental health crisis. The officer was not criminally charged, officials said.
Jessica Tisch and NYPD oversight under Zohran Mamdani
Mamdani, a Democrat, campaigned last year on reshaping the NYPD. The platform included shifting some duties to mental healthcare teams. Supporters said progress had been slow and wanted deeper changes. Mamdani also faced criticism for keeping Commissioner Jessica Tisch. Jessica Tisch served under the prior administration and was seen as a moderate.
After a separate shooting, some democratic socialist allies asked for leadership changes. Last week, Darializa Avila Chevalier urged Jessica Tisch to step down. Darializa Avila Chevalier was the Democratic nominee for a House seat. The district covered Manhattan and the Bronx. The Democratic Socialists of America also called on Mamdani to fire Tisch.
Jessica Tisch said the department should have alerted the Civilian Complaint Review Board. The issue arose during the retirement process, according to Tisch. \"As a result of human error, we failed to do so, and I apologise for that mistake,\" she said. A police spokesperson sent questions on the announcement to City Hall.
Police union response to NYPD oversight and use-of-force review
Patrick Hendry, who led a New York police union, criticised the city’s approach. Patrick Hendry said the mayor faced demands from a hardline political base. Patrick Hendry said the plan aimed to satisfy those supporters. Patrick Hendry added that the changes would not improve safety. The statement called the mayor’s base \"radical\".
The measures left key leadership questions unresolved while adding new oversight steps. City Hall said the use-of-force review would continue in the coming months. Officials said residents would have a chance to provide input. Mamdani tied the changes to discipline gaps exposed by the Win Rozario case. The administration said it wanted stronger accountability for officer misconduct.
