New Delhi: Finance Minister Nirmala Sitharaman has emphasized the importance of leveraging technology to plug loopholes and provide better taxpayer services within the Goods and Services Tax (GST) system. Addressing the inaugural National Conference of Enforcement Chiefs of the State and Central GST Formations, Sitharaman advocated for sharing emerging best practices and seamless coordination across states in the larger national interest.

Leveraging Technology for Improved Tax Administration

The Union Finance Minister urged all GST formations to harness technology to address loopholes and enhance taxpayer services. She stressed the need for clarity on the classification of related issues through appropriate channels at the earliest. Sitharaman also encouraged GST officials to engage with stakeholders to understand their concerns, improve compliance, streamline processes, and work collaboratively towards a more transparent and efficient tax system.

Regular Meetings for Robust Tax Infrastructure

Sitharaman highlighted the significance of holding regular meetings among enforcement chiefs of the Centre and states. She viewed this platform as an opportunity to discuss obstacles, exchange successful strategies, and collectively work towards a more robust and harmonious tax infrastructure.

Enforcement's Role in GST Success

Revenue Secretary Sanjay Malhotra emphasized the crucial role of enforcement in ensuring the success of the GST system. He outlined key priorities, including targeting high-risk areas, combating tax evaders, balancing enforcement with taxpayer rights, strengthening collaboration between central and state authorities, and gathering feedback for improvements in policy and technological interventions.

Combating Fake Entities and GST Evasion

Central Board of Indirect Taxes and Customs (CBIC) Chairman Sanjay Kumar Agarwal highlighted the detrimental impact of fake entities and GST evasion on revenue, fair competition, and the economy. He stressed the importance of strong data analytics, technology utilization, and staying ahead of GST evaders. Agarwal reminded officers to adhere to CBIC instructions regarding procedures during enforcement actions.

Nationwide Crackdown on Fake Registrations

The nationwide crackdown on fake registrations and bogus billing since May 2023 has resulted in the detection of Input Tax Credit (ITC) tax evasion worth Rs 49,623 crore, involving 31,512 bogus firms. CBIC officers have detected fake ITC evasion amounting to Rs 1,14,755 crore from 2020 till date.

Maharashtra's GST Enforcement Efforts

During the conference, Maharashtra state GST officers shared their efforts in identifying 41,601 suspected non-genuine taxpayers. Out of these, 6,034 Non-Genuine Taxpayers (NGTPs) were detected based on intelligence gathered during registration, e-way bills, and inputs from CBIC and other states. The state outlined steps taken to improve early detection rates.

Bi-Annual National Conference

The conference concluded with a decision to conduct the National Conference of Enforcement Chiefs of State and Central GST Formations bi-annually moving forward. This will facilitate ongoing discussions, knowledge sharing, and collaborative efforts to strengthen the GST system.
