November 1 Rule Changes: From Pension to LPG Prices 4 Big Updates That Could Affect Your Money

From next month there are many important financial and compliance changes scheduled to take effect which are going to impact pensioners, taxpayers, small businesses and household budgets.

Here are all details the financial changes from November 1, 2026, and how they can impact you:

November 1 Rule Changes

1. Pensioners' Life Certificate Submission

One of the important changes from November 1st will concern the annual life certificate submission process for government pensioners.

Central and state government pensioners generally need to submit an annual life certificate, also known as a Jeevan Pramaan Patra, to let the government know that they are alive and are eligible to receive their pension. Those who do not submit the certificate may face issues in receiving pension payments.

For most eligible pensioners, the submission window opens on November 1 and the life certificate must be submitted by November 20 as per govt data. Pensioners aged 80 years and above have a separate early submission facility, which opens on October 1 each year.

How can pensioners submit their life certificates?

Pensioners can visit their bank that disburses pension and submit the life certificate.

Eligible pensioners can also use Jeevan Pramaan, the digital life certificate service, with Aadhaar-based identification and the required authentication.

Elderly pensioners who find it difficult to travel can check the availability of doorstep life certificate services through some banks or the Department of Posts.

Pensioners should keep their pension details, identification documents and other required information ready before submitting the certificate.

2. ITR Filing Deadline Extended

Another major financial update is regarding the income tax return filing deadline for taxpayers whose accounts are required to be audited.

The Central Board of Direct Taxes (CBDT) has extended the FY 2025-26 income tax return filing deadline for the specified audit cases from October 31 to November 21st.

The extension is relevant to businesses and other taxpayers who are required to get their accounts audited under the applicable provisions of the Income-tax Act

It should be noted that the extension is intended for the specific category of taxpayers and it does not concern regular salaried taxpayers who have missed their applicable original deadline

For eligible returns relating to FY 2025-26, the applicable deadline as per income tax department is December 31, 2026.

3. GST Compliance Reforms

GST compliance is another area expected to see changes from November 1st. Draft versions of GSTR-1, GSTR-1A and the Invoice Furnishing Facility (IFF) are scheduled to be released on the myGov portal on November 1st. Suggestions on the proposed changes are expected to be open until November 30th.

The CBIC Member (GST) Sanjay Mangal said on October 22 that the reforms would be introduced gradually and would not require legislative changes.

4. LPG Cylinder Prices to Be Revised from November 1

LPG cylinder prices may get a revision from November 1st as Oil marketing companies generally review and announce LPG cylinder prices at the beginning of each month. Any rise or fall in LPG prices could affect households that use domestic LPG cylinders as well as businesses that rely on commercial LPG for cooking and other operations.
