Odisha City Gas Distribution Policy 2026 targets faster PNG networks and CNG stations
The Odisha government has notified the Odisha City Gas Distribution CGD Policy, 2026 to accelerate piped natural gas (PNG) networks and city gas distribution infrastructure across all districts. The policy supports cleaner fuel use across sectors, introduces time-bound approvals for PNG and CNG projects, and waives pipeline permission and supervision charges until March 31, 2027.
The Odisha government has notified the Odisha City Gas Distribution CGD Policy, 2026. The move targets faster growth of piped natural gas networks. It also covers wider city gas distribution infrastructure across the state. Officials said the policy supports cleaner fuel use in homes, businesses, factories and transport.

The state cabinet, chaired by Chief Minister Mohan Charan Majhi, approved the policy on April 22. The Housing and Urban Development Department later published it in an official gazette. The policy links with the vision of Viksit Odisha. It also aligns with India’s clean energy transition goals.

Under the policy, Odisha has authorised five CGD entities to cover all 30 districts. The committed work programme includes around 9 lakh PNG domestic connections. It also plans 271 CNG stations across the state. The estimated investment potential is nearly Rs 5,100 crore, as per the policy.
The policy seeks quicker rollout of PNG connections and CNG stations. It also includes related support infrastructure. It plans a streamlined approval route with defined timelines. The aim is to reduce delays for permissions. This is expected to help entities start projects sooner across urban and growing areas.
Odisha City Gas Distribution CGD Policy, 2026: Approvals and fee waiver
To speed up pipeline work, the state has waived permission and supervision charges. The waiver applies to pipeline laying approvals. It remains valid till March 31, 2027. The state expects the measure to reduce upfront costs. It may also encourage faster construction by authorised CGD entities.
The policy also sets out safety requirements for gas networks. It flags emergency response systems as a priority. It treats uninterrupted PNG and CNG supply as essential services. The framework also supports Compressed Biogas CBG initiatives. It plans coordination with local bodies for such efforts.
Officials said the notified Odisha City Gas Distribution CGD Policy, 2026 may support a stronger clean energy ecosystem. It may also help cities improve infrastructure and cut pollution levels. The state expects employment and investment opportunities from planned PNG and CNG expansion. The policy sets the base for state-wide implementation through authorised entities.
