Union Minister Jayant Chaudhary highlights the importance of collaboration among states and industries to create a future-ready skilling ecosystem in India. He discusses flexible schemes and the significant national investment in ITI Upgradation.
Union Minister Jayant Chaudhary has emphasised the need for collaboration between the central government, states, and Union Territories to develop a skilling ecosystem that is prepared for the future. The Union Ministry of Skill Development and Entrepreneurship (MSDE) held the regional conference of Skill Ministers, known as Kaushal Manthan, on Thursday. Chaudhary highlighted India's goal to become the global leader in skills, which relies on effective cooperation.

Chaudhary stated that each state possesses distinct strengths. However, by combining resources, aligning strategies, and involving industries as partners, India can transform its Industrial Training Institutes (ITIs), empower youth, and create an ecosystem where skills lead to employment and entrepreneurship. He noted that current skilling schemes are designed to be flexible, transparent, and accessible.
Focus on ITI Upgradation
The conference spotlighted the newly approved Rs 60,000 crore national scheme aimed at upgrading ITIs and establishing Centres of Excellence for Skilling. This initiative aims to transform 1,000 government ITIs into world-class institutes using a hub-and-spoke model with advanced infrastructure. The scheme was discussed alongside other major initiatives like PMKVY 4.0 and the National Apprenticeship Promotion Scheme.
The National Apprenticeship Promotion Scheme (NAPS) offers complete flexibility for apprenticeships through a revised portal. Additionally, a new ITI Upgradation scheme with cluster-based mapping and a five-year plan is expected to have a long-term impact. The agenda also included innovative financing mechanisms such as the Skill Impact Bond and the restructured Model Skill Loan Scheme.
State Initiatives in Focus
During the conference, various states presented their initiatives. Punjab highlighted reforms in ITIs, including Centres of Excellence and new-age trades. Haryana showcased initiatives like the Drone Didi scheme, dual training systems, and India's first Skill University. Bihar shared its Industry 4.0 collaborations and advanced training programmes.
Jammu & Kashmir introduced its Mission YUVA initiative aimed at generating over four lakh employment opportunities through grassroots entrepreneurship. Uttarakhand detailed its Centres of Excellence and partnerships with industry leaders like Tata Technologies and Hero to create an Industry 4.0-ready workforce.
Integration with Mainstream Education
The integration of vocational training with mainstream education under NEP 2020 was also discussed. This includes credit frameworks and apprenticeship-embedded degree programs. Archana Mayaram, Economic Adviser at MSDE, stressed the importance of a collaborative approach for effective implementation of the Ministry's schemes.
Earlier in the day, Jayant Chaudhary visited the vocational centre at Model Jail in Chandigarh. Addressing technological disruptions like AI, he said: "In this time, we must look inward, we must look at our capacities, we must look at Make in India as a mission, we must look at buying locally, supporting traditional businesses, upscaling our MSMEs, our nano entrepreneurs, giving them that platform that they can compete globally."
The conference underscored the significance of coordination among various stakeholders to build a robust skilling ecosystem in India. By pooling resources and engaging industries as partners, India aims to empower its youth through skill development initiatives that lead to job creation and entrepreneurship opportunities.
