Public Hearing Held for Vedanta's Proposed Bauxite Mining Project in Rayagada, Odisha

Amid protests, the administration in Odisha's Rayagada district held a public hearing on Monday for Vedanta Limited's proposed Sijimali bauxite mining project. Over 150 armed police personnel guarded the venue at a school in Sunger under Kashipur block, as hundreds of men and women assembled to participate in the hearing.

Allegations of Denied Entry

Several people alleged that they were denied entry into the venue. However, the Rayagada district administration claimed that the views of both sides were taken and their grievances were redressed during the meeting. Rayagada collector Swadha D Singh stated that there was no law and order situation at the public hearing venue, despite the large number of participants. He acknowledged some noise at the meeting venue but maintained that many villagers were allowed to express their opinions.

Support and Opposition

While some people supported the mining project, others vehemently opposed it. Singh stated that all views were recorded and would be sent to the Ministry of Environment, Forest and Climate Change. Officials from the Odisha State Pollution Control Board (OSPCB), Bhubaneswar, district administration officials, and project proponents attended the public hearing.

Protests and Arrests

People opposed to the project raised slogans and allegedly broke a police barricade during a protest. The police managed to control the situation. Anti-displacement activist and advocate Biswapriya Kanungo criticized the public hearing, terming it an "arbitrary procedure." He claimed that people attended the hearing in an atmosphere of fear and anxiety, undermining the purpose of the public hearing. Another activist, Narendra Mohganty, highlighted that 21 people had been arrested and sent to jail for opposing the mining project, while over 95 individuals were booked in "fake" cases for not supporting it.

Impact on Local Communities

Sources indicate that the proposed bauxite mining at Sijimali could displace 100 families from 18 villages and affect the livelihoods of an additional 500 families. Approximately 80 percent of the people to be displaced are tribals. The proposed mining lease area, where the 18 villages are located, is classified under Schedule V in the Constitution due to the preponderance of the Adivasi population.

On Sunday, the Maoists had asked people to boycott the public hearing. In contrast, on October 6, nearly 25,000 people from 24 gram panchayats in Kashipur and Thuamul Rampur blocks held a rally in Kashipur, expressing their support for the proposed bauxite mining project.
