Punjab Finance Minister Harpal Singh Cheema Advocates for Cooperative Federalism and Structural Reforms to Achieve Development Goals

Punjab Finance Minister Harpal Singh Cheema emphasised the need for cooperative federalism and structural reforms by the Union government. He stated that India's development goals for 2047 can only be achieved if all states progress together. Cheema was speaking at the Punjab Vision: 2047 conclave organised by the World Punjabi Organization at Panjab University.

Cheema Advocates Cooperative Federalism in Punjab

Cheema highlighted the importance of reforms in various sectors, including goods and services tax (GST), agriculture, environment, and industrial policies. He pointed out that the current GST regime has caused significant revenue losses for states like Punjab. The GST system, being destination and consumer-based, has led to an estimated annual revenue loss of Rs 5,000 to Rs 7,000 crore for Punjab.

Vision for Punjab's Future

The minister praised the Punjab Vision: 2047 initiative, noting that discussions from the conclave would aid in drafting policies for the state's overall development. He mentioned Punjab's proactive measures such as industrial development policy, adventure tourism policy, water tourism policy, and biofuels policy. These initiatives aim to create a regulatory framework to promote various sectors.

Reflecting on Punjab's historical contributions, Cheema recalled its pivotal role during the Green Revolution and the establishment of an agricultural university in 1962. These efforts significantly boosted India's grain reserves. Despite setbacks post-1980, he expressed optimism about Punjab's current development trajectory under Aam Aadmi Party governance.

Raghav Chadha's Visionary Roadmap

AAP MP Raghav Chadha outlined a visionary roadmap for Punjab in 2047, marking India's 100th independence anniversary. He envisioned a future where Punjab leads in sustainable agriculture, economic diversification, education, green energy, infrastructure, and social equality. His vision aligns with the state's aspirations for growth and prosperity.

Cheema stressed that India will celebrate 100 years of independence in 2047. The central government must devise solutions to ensure no state is left behind on this journey. Cooperative federalism is crucial for achieving these national goals and ensuring balanced growth across all regions.
