Punjab PPCB policy allows sale deeds and electricity for homebuyers in non-compliant projects

The Punjab Pollution Control Board has revised its policy to allow sale deed registration and electricity connections for individual homebuyers in projects breaching environmental norms. Officials said the change follows public complaints and a committee’s recommendations, citing hardship for buyers and the Right to Life under Article 21. Enforcement and legal action will continue against erring developers.

The Punjab Pollution Control Board (PPCB) has eased rules for homebuyers stuck in housing projects that breached environmental norms. Individual buyers in such projects can now register sale deeds. The change also lets buyers obtain electricity connections and related services. The board said action will still focus on the developers responsible for violations.

PPCB allows sale deeds, power

Officials said the PPCB revised the policy after public complaints. The update also followed recommendations from a committee formed in March 2026. In an April 9 order, the board said the earlier limits on sale deed registration were hurting people seeking housing. The PPCB added that many buyers invested savings without knowing about pollution breaches.

Under the new directions, execution of sale deeds and release of electricity connections for individual buyers have been allowed. The PPCB said electricity is a basic need. The board linked this need to the Right to Life under Article 21 of the Constitution. It said the earlier approach caused hardship for residents and buyers.

PPCB action against developers in pollution norm violations

However, strict action will continue against erring developers, including legal action and denial of fresh approvals, until they comply with the norms. Officials said the policy aims to ensure that enforcement remains in place. The PPCB said the intent is to stop violations while protecting buyers from collateral impact.

PPCB sale deeds relief for homebuyers across Punjab

"Innocent homebuyers should not suffer for the violations that they did not commit, and the decision aims to balance peoples rights with environmental enforcement,\" PPCB Chairperson Reena Gupta said. The board said the revised approach separates buyer services from compliance action. The move is expected to provide relief for thousands of homebuyers across the state.
