The Indian government is planning to introduce major changes in toll collection by launching annual and life-long toll passes for private vehicle owners. This initiative aims to reduce congestion at toll plazas, improve traffic flow, and offer a cost-effective alternative for frequent highway users. The new toll pass system will particularly benefit those who regularly travel on national highways and expressways.
New Toll Pass Options
According to several media reports, private car owners will soon have the option to purchase

- Annual Toll Pass: Rs 3,000 per year
- Lifetime Toll Pass: Rs 30,000 with a validity for 15 years
These passes will be integrated with the FASTag system, allowing seamless and unlimited travel on all national highways and expressways without the need for frequent top-ups or per-trip deductions.
How Will The Proposed Toll Pass System Work ?
Currently, FASTag users must maintain a balance and pay per trip, requiring frequent recharges. The new toll pass system will function differently
- One-Time Fixed Payment: Users pay once for the selected duration (one year or 15 years) and gain unlimited highway access.
- Linked to FASTag: The toll pass will be digitally linked to a vehicle's FASTag account, ensuring hassle-free travel without the need for multiple transactions.
- More Economical: This is a significant upgrade from the existing monthly toll pass, which costs Rs 340 per month or Rs 4,080 annually, but is limited to a single toll plaza. In comparison, the annual pass at Rs 3,000 offers nationwide highway access, making it more affordable and flexible for frequent travellers.
Why The Change?
Government data highlights that private vehicles account for 53 per cent of toll transactions but contribute only 21 per cent of total toll revenue. In FY 2023-24, private cars generated Rs 8,000 crore in toll collection, whereas the total revenue from all vehicles stood at Rs 55,000 crore.

Government Introduced Satellite-Based Toll Collection
Last year, the Ministry of Road Transport and Highways announced significant updates to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, by introducing satellite-based toll collection via Global Navigation Satellite System (GNSS).
Under this system, vehicles equipped with GNSS On-Board Units (OBUs) will be able to automatically pay tolls based on the distance they travel. The OBU will monitor the car coordinates when it drives on toll roads and highways and share them with the satellite to calculate the distance travelled. GPS technology, which operates with the GNSS (Global Navigation Satellite System), will accurately calculate the distance travelled
