Sitharaman Defends Halwa Ceremony as Key Pre-Budget Tradition

Finance Minister Nirmala Sitharaman defended the traditional pre-budget Halwa ceremony on Tuesday. She explained that this practice has been ongoing since budget papers were printed at a press on Minto Road. The sweet dish, prepared by the staff themselves, is part of an Indian tradition marking the start of something auspicious.

Halwa Ceremony: A Pre-Budget Tradition

Responding to Rahul Gandhi's criticism, Sitharaman emphasised the emotional significance of the Halwa ceremony for Finance Ministry staff. These employees spend five nights and four days in quarantine to maintain the secrecy of Budget proposals. "Halwa is an emotional and sentimental matter... How can you deal with such an important matter so lightly," she remarked.

Historical Context and Emotional Significance

Sitharaman also addressed Gandhi's comment about the absence of SC, ST, or OBC individuals in the Halwa ceremony photo. She noted that the event became a photo opportunity from 2013-14 when the Finance Minister in the Congress-led UPA Government distributed halwa in the North Block cellar. "Why was the halwa ceremony not cancelled at that time? You Gandhi had the remote control power. How many SC, ST or OBC officers were there at the ceremony at that time?" she questioned.

The minister highlighted that such statistical calculations regarding caste were not done during the UPA regime. "It is a conspiracy that is happening now and that is why this question is being asked now... Why divide people now by asking the caste of everyone involved?" Sitharaman added, urging people to refrain from casting a negative light on such an emotional ceremony.

Commitment of Officers

Sitharaman narrated two incidents showcasing the dedication of officers attending the Halwa ceremony before entering the North Block cellar for budget printing. She pointed out that Congress leaders like Jawaharlal Nehru and Rajiv Gandhi opposed reservations for SC, ST, and OBCs. Yet, leaders from the same party are now questioning their absence in the Halwa ceremony.

The Finance Minister's defence comes amid criticisms from opposition leaders who have questioned various aspects of government practices. The Halwa ceremony remains a significant tradition for those involved in preparing the Budget, symbolising unity and dedication among Finance Ministry staff.
