In a significant address at the 56th Annual Conference of the Odisha Economic Association, P.K. Mishra, the Principal Secretary to Prime Minister Narendra Modi, emphasized the importance of achieving sustainable growth while pursuing a high growth trajectory. He cautioned that high growth that is not sustainable will not be meaningful.

Unlocking Indias Potential: The Power of Sustainable Growth

Global Trends and Challenges

Mishra highlighted three significant global trends that pose challenges and opportunities for economic growth. These trends include the shift in global supply chains, the impact of artificial intelligence on services, trade, and employment, and the challenge of energy transition in the context of reducing carbon emissions.

Sustainable Development Goals

Mishra also highlighted the need for economic research to support the achievement of the Sustainable Development Goals (SDGs). He emphasized that sustainable growth considers economic, social, and environmental interdependence to create a balanced and resilient development model.

India's Vision 2047

Reiterating the Prime Minister's Vision of India 2047, Mishra stated that India should go beyond achieving the desired level of per capita income and become 'atmanirbhar' (self-reliant) in all aspects. He envisioned women leading India's development story, with an inclusive and innovative economy free from corruption, casteism, and communalism.

India's Efforts Towards SDGs

Mishra presented an overview of India's efforts to achieve the SDGs, particularly in light of its goal of becoming a developed country by 2047, the year of its 100th anniversary of independence. He highlighted the Government of India's initiatives in the last 10 years to promote sustainable development.

G20 Presidency and Global Initiatives

Mishra lauded India's successful G20 Presidency, which gained global recognition for its scale and success. He emphasized the adoption of new concepts for a sustainable and better future, such as the Lifestyle for Environment (LiFE) initiative, the Coalition for Disaster Resilient Infrastructure (CDRI), and the International Solar Alliance (ISA).

Second-Generation Reforms

Mishra commended the government's implementation of second-generation reforms, including the Goods and Services Tax (GST), the Insolvency and Bankruptcy Code (IBC), and the Real Estate Regulatory Authority, which brought transparency and accountability. He noted that these reforms required significant political capital and went beyond simply opening up the economy.

Infrastructure Development

Mishra highlighted the government's focus on infrastructure development as a critical aspect of sustainable development. He mentioned initiatives such as the PM Gatishakti and National Logistics Policy, which aim to enhance seamless multi-modal connectivity.

Human Capital Development

Mishra also lauded various government initiatives aimed at developing human capital for faster, inclusive, and more equitable growth. These initiatives include the National Education Policy 2020, PM Awaas Yojana, Jal Jeevan Mission, Ayushman Bharat Programme, Ujjwala Yojana, and PM SVANIDHI scheme, underscoring the role of social inclusion in sustainable development.

Risk and Uncertainty

Mishra discussed the conceptual aspects of risk and uncertainty, emphasizing the need to bridge the gap between traditional disaster risk management and risk management in an uncertain environment. He suggested five pillars for India to become an anti-fragile country, drawing inspiration from Nassim Nicholas Taleb's concept of Antifragility. These pillars include community-level initiatives, resilient infrastructure, a robust financial system, social protection, and sustainable natural resource management.

P.K. Mishra's address at the 56th Annual Conference of the Odisha Economic Association provided valuable insights into the importance of sustainable growth, the challenges and opportunities presented by global trends, and India's efforts towards achieving the Sustainable Development Goals. His emphasis on second-generation reforms, infrastructure development, human capital development, and risk management underscores the government's commitment to building a resilient and sustainable economy for the future.
