Tamil Nadu Budget 2026 Highlights: CM Vijay's Top 10 Announcements Every Common Man Should Know

The actor-turned-politician, C. Joseph Vijay, aka Thalapathy, has presented his budget for Tamil Nadu as chief minister on August 5, 2026. He marked his presence along with his Tamilaga Vettri Kazhagam (TVK) government on the first day of the state legislature's assembly session. This is also TVK's first maiden budget. Opposition Udhayanidhi Stalin and other DMK MLAs have also arrived at the assembly to welcome the CM and hear the budget. CM Vijay's budget is called Vetri Tamizhagam - Vision Document', comprising ten key focus areas.

Tamil Nadu's Finance Minister, N. Marie Wilson, while presenting the state's budget, said, said, "This Government is committed to making the necessary social, economic and human capital investments in Tamil Nadu - which has for many years been a leading State on several socio-economic indicators in India - into a poverty-free, prosperous State that offers equal opportunity to all and upholds social justice, and to propel the State into a 1.5 Trillion dollar economy by the year 2036."

1. Tamil Nadu will implement schemes listed in the Vetri Tamizhagam Vision Document, which focuses on empowering women, improving governance, providing housing for all, ensuring safe drinking water, generating sustainable livelihood opportunities, protecting social justice, and promoting green cover.

2. The financial debt of Tamil Nadu, which reached Rs 10 lakh crore prior to TVK's victory, has been concerning, leaving limited fiscal space for new schemes and programs. Wilson said in these challenging circumstances, the government will take various measures to recover the state from its tight fiscal position.

3. Real Estate, Tenders, Projects!

Vijay's government abolished various rules in real estate building. Firstly, the TVK government abolished the requirement of mandatory submission of unnecessary certificates and discontinued the prevailing system of restricting tender eligibility to the department's own registered contractors.

They relaxed the eligibility criteria for low-value procurements for young entrepreneurs and small businesses to bid in government-backed tenders.

Further, the government changed the earlier procedure of government-level approval for multi-storied and high-rise apartment buildings. These approvals can now be obtained from the Chennai Metropolitan Development Authority itself by delegation of powers, thereby eliminating the corruption that prevailed in the earlier process.

4. Revenue Boost:

TVK has imposed an additional privilege fee on liquor manufacturers. They are expecting to mobilize up to Rs 1,000 crore as an additional revenue from this.

They are also leveraging Information Technology through initiatives such as 'Faceless Assessment' under the Goods and Services Tax, 'Faceless Registration' in the Registration Department and end-to-end computerization in monitoring mining activities.

Together, these measures are expected to generate additional revenue of approximately Rs 15,000 crore.

Also, to increase the state's tax and non-tax revenue, TVK has constituted an expert committee on 'Revenue Augmentation,' headed by former Deputy Chairperson of Union Planning Commission, Thiru.

5. School Education:

Wilson ensures TVK is focused on providing a clean and safe learning environment to more than 43 lakh students enrolled in government schools. They are going to implement the 'Super Clean Super Campus' scheme with an outlay of Rs 139 crore.

The scheme will focus on daily cleaning activities, maintenance of drinking water facilities and toilets, and 24-hour security for school campuses. In the first phase, the government will implement the scheme in 10,000 schools.

The government also launched 'Palli Niraivu Thittam' for modernizing government schools infrastructure. The scheme will cover a total of 3,734 schools, including 2,514 primary schools, 365 middle schools, and 855 high and higher secondary schools, at an estimated cost of Rs.2,132 crore. An outlay of Rs 300 crore is announced.

For identifying academically talented students from socio-economically disadvantaged backgrounds, TVK announced 'Perunthalaivar Kamarajar Schools of Excellence' as modern residential institutions. These schools will cater to students from Classes IX to XII and will provide education, food, boarding, textbooks and uniforms free of cost. An amount of Rs125 crore is allocated for the infrastructure development of these schools in the Revised Budget Estimates.

Additionally, Rs 25 crore will be allocated towards the revision of the school education curriculum.

The government will also establish anti-drug clubs and student volunteer groups in these schools to educate children of all the dangers of narcotic drugs and psychotropic substances. An helpline number, 10581, is announced for awareness and timely reporting. The TVK government also launched the "Drug-Free Tamil Nadu" mobile app for students and teachers for reporting drug trafficking and substance abuse. An outlay of Rs 7 crore is announced.

The government also announced Rs 10 crore budget for redesigning public libraries.

Furthermore, the government has announced Rs 277 crore budget to allocate modern and branded bicycles equipped with helmets and water bottles to approximately 5.32 lakh gen-z students studying in class XI across the government and government-aided schools in the current academic year.

In total, a budget of Rs 44,527 crore is declared for school education department.

6. Higher Education:

Tamil Nadu has opposed for NEET examination for several years now. In Budget 2026, Wilson said, "Tamil Nadu strongly opposes the NEET examination. Various irregularities and question paper leaks in the NEET examination at the national level have severely affected the higher education prospects of the next generation."

Hence, TVK urges the Union Government to immediately cancel the NEET examination system and revert to medical education admissions based on the earlier system of Class XII public examination marks.

Further, TVK launched 'Vetri Laptop Scheme' for college students with a budget of Rs 2,000 crore to equip students with laptops as an essential learning resource.

Also, the government will establish the 'Tamil Nadu Student Housing & Infrastructure Corporation' (TNSHIC) as a dedicated Special Purpose Vehicle, with an initial equity infusion of Rs 10 crore. Under the scheme, TVK will develop 200 integrated student hostels with 1 lakh modern beds across major educational hubs. The project will be executed via de-risked public-private partnership model and have an budget of Rs 3,200 crore.

The government will establish an advanced and specialized government law college in 2027-28 academic year with an intake of 300 students.

For higher education department, overall, the government allocated Rs 8,393 crore.

6. Labour Welfare and Skill Development

Over the next five years, 22,500 persons, including 12,500 mechanics currently servicing fossil-fuel-based vehicles, will benefit under the Labour Welfare and Skill Development scheme. An outlay of Rs 3 crore is announced.

The government also launched 'Vetri Skill Training Scheme', under which, it will offer industry-aligned skills to 12 lakh college students and 1 lakh unemployed youth in this year. Additionally, internship training programmes will be launched in collaboration with government and private industries to 20,000 youth in first phase. These interns with vocational education qualifications will receive a monthly stipend. An outlay of Rs 150 crore is announced.

7. AI Learning

To introduce a new trade in artificial intelligence and Machine Learning in government institutes for training Tamil Nadu youth to secure emerging global job opportunities. An estimated Rs 10 crore is allotted.

This trade will be implemented in 50 industrial training institutes at the rate of 10 institutes per year. 24,000 students will receive training and employment opportunities in AI over the next five years.

TVK also aims to establish five new Industrial Training Institutes with an outlay of Rs 90 crore.

Also, the government will launch AI Industry Development Program, including an expert committee of academic and industry leaders for skills and empowerment.

"By leveraging state-of-the-art training infrastructure and strategic partnerships with premier institutions such as IIT Madras, we aim to skill and empower 5 lakh youth across engineering colleges, polytechnics and ITIs by 2031, building a world-class, future-ready workforce," Wilson said.

Also, Tamil Nadu School Programme for Artificial Intelligence, Robotics and Knowledge of online tools (TN SPARK) will be expanded to advance this vision. Iy will be extended during 206-27 from current 5,000 government schools to additional 2,600 schools.

Students of Classes 6 to 8 will be introduced to the fundamentals of these emerging technologies; students of Classes 9 and 10 will receive intermediate-level training; and students of Classes 11 and 12 will be offered specialised elective courses.

Overall, in the revised budget, TVK allots Rs 2,022 crore under the Labour Welfare and Skill Development Department. Further, Rs.17,150 crore is being allocated for the Special Programme Implementation Department.

8. Social Justice:

A maximum of Rs.36 lakh per student is provided under the 'Annal Ambedkar Overseas Higher Education Scholarship Scheme', for the benefit of students pursuing higher education in renowned international universities. In the current year, this scheme will benefit 362 students at an estimated cost of Rs.131 crore, the highest ever sanction provided under the scheme.

9. Sports:

In the Revised Budget Estimates, Rs.1,051 crore is being allocated for the Youth Welfare and Sports Development Department.

10. Backward Classes, Most Backward Classes, and De-notified Communities Welfare:

To ensure that students of the Backward Classes, Most Backward Classes, and De-notified Communities can pursue school and higher education without hindrance, funds have been allocated in the Revised Budget Estimates: Rs.372 crore for pre-matric and post-matric educational scholarships, Rs.77 crore towards the tuition fees of students pursuing medicine and dentistry under the 7.5 percent reservation, and Rs.13.41 crore as an incentive to girl students to prevent dropout from education.

For minority students, TVK has announced that the subsidy of Rs 25,000 under the Tamil Nadu State Hajj Committee to first-time Hajj pilgrims will be increased to 35,000. Additional Christian and Muslim Women Aid Societies will be formed with an allocation of Rs.1.05 crore, and a further Rs.34 crore will be allocated in the Revised Budget Estimates to improve the infrastructure of burial grounds and Kabarsthans.

Overall, a budget of Rs 1,700 crore is announced for backward, most backward and minority citizens.
