Tata Power Shocks Mumbai with Proposed Tariff Hike

In a move that could significantly impact consumers in Mumbai, Tata Power, the city's main electricity distribution company, has proposed a substantial increase in power rates, particularly for lower-end consumers.

Proposed Tariff Structure

According to an advertisement published by Tata Power in local newspapers, the proposed tariff revisions involve a significant jump in the per-unit rate for various consumption slabs. For instance, consumers using up to 100 units per month, who currently pay Rs 3.74 per unit, would see their tariff rise to Rs 7.37 per unit. Similarly, those consuming between 101 and 300 units would face an increase from Rs 5.89 to Rs 9.31 per unit.

Reason Behind the Hike

When questioned about the substantial increase in charges for low-end consumers, a Tata Power official clarified that the Maharashtra Electricity Regulatory Commission (MERC) had stayed an earlier tariff structure implemented in July 2022 and reverted to an older structure introduced in 2020. The official explained that if not for the stay, consumers would currently be paying Rs 6.53 per unit, making the proposed increase relatively lower.

Rationale for Rationalization

The official further explained that the previous tariff structure resulted in a significant difference between the lowest and highest consumption slabs, with high-end consumers subsidizing lower-end ones. This disparity led to an attrition of high-end subscribers to rival electricity providers like Adani Electricity Mumbai. To address this issue and achieve a more balanced tariff structure, Tata Power proposed the rationalization of tariffs.

Impact on Consumers

Tata Power currently serves approximately 7.5 lakh customers in Mumbai, with 5.5 lakh of them being residential consumers who typically use less than 300 units per month. The proposed tariff revisions are expected to have a significant impact on these residential consumers, potentially increasing their electricity bills.

Stakeholder Feedback and MERC's Role

Tata Power has proposed the tariff rationalization from April 1, 2023, onwards. Stakeholders, including consumers and consumer advocacy groups, have 15 days to provide feedback to the Maharashtra Electricity Regulatory Commission (MERC). Based on the feedback received, MERC may schedule a hearing on the issue to further deliberate on the proposed tariff revisions.
