TRAI Issues Guidelines to Improve M2M Communications with Integrated SIMs

The Telecom Regulatory Authority of India (TRAI) on Tuesday unveiled a set of recommendations aimed at optimising the usage of embedded SIM (eSIM) technology for machine-to-machine (M2M) communications. This move comes as a response to the Department of Telecommunications (DoT) seeking guidance on the subject, reflecting the growing significance of M2M communications in India's evolving telecom landscape.

In a bid to foster a conducive environment for M2M communication, TRAI has underscored the importance of aligning regulatory frameworks with emerging technological advancements, particularly in the context of the imminent rollout of 5G services across the country. The recommendations seek to address key aspects such as security, interoperability, and competition within the M2M eSIM ecosystem.

One of the primary focuses of the recommendations is enhancing security measures through robust Know Your Customer (KYC) procedures. TRAI recognises that ensuring proper KYC protocols is pivotal not only for safeguarding network integrity but also for mitigating fraud risks, thereby bolstering trust and reliability in M2M communications infrastructure.

Furthermore, TRAI has proposed a framework for profile switching of eSIMs and swapping of Subscription Manager-Secure Routing (SM-SR), aimed at providing users with greater flexibility and promoting healthy competition among service providers. 1. Conversion of Communication Profiles: TRAI recommends that all communication profiles on M2M eSIMs fitted in imported devices on international roaming in India should be converted into profiles of Indian telecom service providers within six months from activation or change of ownership of the device.

2. Ownership and Management of SM-SRs: License holders and registered M2M service providers with specific permissions should be permitted to own and manage Subscription Manager-Secure Routing (SM-SR) in India.

3. Flexibility for OEMs and M2MSPs: Original Equipment Manufacturers (OEMs) and M2M service providers should be given flexibility in choosing between profile download methods, either through existing foreign SM-SRs or new Indian SM-SRs.

4. Integration and Switching: TRAI mandates integration of SM-SRs with SM-DPs of licensed telecom service providers and facilitates switching of SM-SRs upon request, in accordance with GSMA specifications.

5. Use of IMSI Series: TRAI advises against the use of 901.XX IMSI series allocated by the International Telecommunication Union (ITU) for providing M2M services in India at this stage.
