India's ride-hailing and bike-taxi sector has embraced the government's new Motor Vehicle Aggregator Guidelines (MVAG) 2025. These guidelines are seen as a significant move towards regulatory clarity, fostering innovation, and expanding affordable mobility nationwide. The Ministry of Road Transport and Highways released these guidelines, allowing states to officially permit non-transport private motorcycles for passenger rides through aggregator platforms.

This development is a relief for bike taxi operators like Rapido and Uber, who have been operating in a legal grey area. In states such as Karnataka, recent bans on bike taxis had led to increased tensions and protests. Major industry players, including Uber and Rapido, have welcomed the guidelines, recognising their potential to drive innovation, expand affordable mobility, and create new livelihood opportunities.
Industry Reactions to MVAG 2025
Uber praised the guidelines as a progressive step towards fostering innovation and providing regulatory clarity. "Timely adoption by states will be key to ensuring uniform implementation and building much-needed predictability for all stakeholders. We commend the Ministry for its consultative and balanced approach, and remain committed to working closely with governments at all levels to support effective and inclusive rollout of the framework," an Uber spokesperson stated.
Rapido specifically highlighted the operationalisation of Clause 23 of the MVAG 2025. This clause allows the aggregation of non-transport motorcycles for passenger journeys. Rapido described this as a milestone in India's journey towards a Viksit Bharat. By recognising non-transport motorcycles as shared mobility means, the government has opened doors to more affordable transportation options.
Impact on Mobility and Environment
The policy shift is expected to create numerous flexible livelihood opportunities for riders across urban and rural India. It promotes shared and low-emission transport in line with India's climate commitments. Additionally, it formalises the gig economy with technology-backed platforms and regulatory support.
Rapido noted that this move would help address pressing challenges such as traffic congestion and vehicular pollution while expanding last-mile connectivity and hyperlocal delivery services. "The move will also help address pressing challenges such as traffic congestion and vehicular pollution, while expanding the reach of last-mile connectivity and hyperlocal delivery services," Rapido said in a statement.
The timely adoption of these guidelines by states is crucial for ensuring uniform implementation across India. This will build predictability for all stakeholders involved in the shared mobility sector. The Ministry's consultative approach has been commended by industry players who are eager to work closely with governments at all levels.
The introduction of MVAG 2025 marks a significant step forward for India's ride-hailing industry. By providing regulatory clarity and promoting innovation, it paves the way for expanded affordable mobility options across the country. This initiative is expected to benefit millions, especially in underserved areas, by offering more transportation choices.
