7th Pay Commission DA Hike: Will Central Government Employees Get 3% Increase on October 28?
Central government employees and pensioners are waiting for an announcement on the Dearness Allowance (DA) and Dearness Relief (DR) revision for July 2026.
Now that the previous Cabinet meeting passed without a decision on the hike, the focus is now on to the next expected Union Cabinet meeting on October 28.

However, the government has not confirmed whether the DA proposal will be discussed or approved at the upcoming meeting. Employees and pensioners will have to wait for an official announcement to know the revised rate.
Current DA Rate for Central Government Employees
The current DA rate for central government employees stands at 60% of basic pay. In April 2026, the Union Cabinet approved a 2 percentage point increase, taking DA from 58% to 60%, effective January 1st.
Dearness Allowance is paid to serving government employees, while Dearness Relief is provided to pensioners. Both are revised periodically to account for changes in the cost of living.
The July 2026 revision is expected to benefit around 50 lakh serving central government employees and more than 65 lakh pensioners, including eligible defence and railway retirees.
The revision continues under the existing 7th Central Pay Commission framework.
DA Hike Expected at 3%: Rate May Reach 63%
Based on reported calculations using the Consumer Price Index for Industrial Workers (CPI-IW), central government employees may receive a 3 percentage point DA hike for the July 2026 revision.
If approved, the increase would take the DA rate from 60% to 63% of basic pay. Some reports have cited a calculated rate of approximately 63.75% based on CPI-IW data, while other reports have speculated about a 4 percentage point increase.
However, the final hike will depend on the government's decision. Until an official notification is issued, neither the revised rate nor the percentage increase can be considered confirmed.
The next expected Union Cabinet meeting on October 28 has drawn attention because the July 2026 DA revision is pending.
In recent years, the government has often announced the July DA hike in September or October. For instance, the July 2025 revision was approved on October 1, 2025, with a 3 percentage point increase that raised DA from 55% to 58%. In 2024, the July instalment increased DA from 50% to 53%, with the notification issued on October 31. In 2023, a 4 percentage point hike, taking DA to 46%, was announced on October 18.
Will Employees Receive DA Arrears From July 1, 2026?
If the government approves the July 2026 DA revision with effect from July 1, eligible employees would generally be entitled to arrears for the period between the effective date and the implementation of the revised rate.
For example, if the DA rate is increased from 60% to 63% with effect from July 1, employees would receive the additional 3 percentage points for the eligible period, subject to the government's final order and applicable payment rules.
Pensioners would similarly be covered by the corresponding Dearness Relief revision, subject to the official notification.
The amount of arrears would depend on an individual's basic pay or eligible pension, the effective date and the period covered by the eventual payment.
