However, the commission has not finalised any fitment factor, minimum salary, pension formula or annual increment rate. The figures currently circulating are estimates, while employee unions have submitted their own proposals.
The 8th Central Pay Commission is expected to cover around 50 lakh central government employees and 69 lakh pensioners.
Here is what employees should know about the latest developments, proposed salary hikes, pension calculations and Dearness Allowance (DA).
8th Pay Commission: What Has Been Confirmed?
The Union Cabinet approved the commission's Terms of Reference in October 2025. The commission was subsequently constituted on November 3, 2025, and has 18 months to submit its recommendations. It may also submit interim reports on issues for which its recommendations are ready.
The commission, chaired by former Supreme Court judge Ranjana Prakash Desai, has been consulting employee organisations and pensioner associations. It held stakeholder consultations in Bengaluru on October 7 and 8, 2026, following earlier meetings in other cities.
The recommendations are normally expected to take effect from January 1, 2026, following the usual 10-year pay commission cycle. However, this date has not been formally notified as the implementation date. The final timeline will depend on the government's decisions.
8th Pay Commission Fitment Factor: What Could Minimum Salary Be?
The fitment factor is a multiplier used to calculate revised basic pay from existing basic pay. The 7th Pay Commission used a fitment factor of 2.57, with the minimum basic salary set at Rs. 18,000. For the 8th Pay Commission, estimates have ranged from 1.83 to 2.86. These are projections, not approved figures.
The National Council-Joint Consultative Machinery (NC-JCM) staff side has reportedly demanded a fitment factor of 3.833, which would imply minimum basic pay of around Rs. 69,000.
How Much Salary Hike Can Employees Expect?
Salary hike estimates vary with some projections suggesting increases of 20% to 30%, while others anticipate higher increases. The final outcome will depend on the fitment factor, revised pay matrix, allowances and the treatment of existing DA.
An important point is that the fitment factor should not be confused with the actual percentage increase in salary. Existing DA already compensates employees for inflation, and the treatment of DA during the transition to the new pay structure will affect the real increase.
For example, applying a factor of 1.92 to the current minimum basic pay of Rs. 18,000 gives Rs. 34,560.
8th Pay Commission Pension Hike: What Pensioners May Get
Pensioners are also awaiting details of revised pension calculations. Under the 7th Pay Commission, the minimum basic pension is Rs. 9,000.
If illustrative fitment factors of 2.28 and 2.57 were applied to that amount, the revised basic pension would work out to Rs. 20,520 and Rs. 23,130, respectively.
