What Key Components Are Expected In 8th Pay Commission?

ClearTax highlighted the following key factors that can be expected in the 8th Pay Commission:

1. Fitment Factor and Basic Pay: Under the 8th Pay Commission, the fitment factor, a multiplier on basic pay, is expected to increase from 2.57 to about 2.85, potentially increasing the minimum basic pay for all government employees and pensioners.

2. Allowances: Dearness Allowance (DA) defined as the cost-of-living adjustment, which has recently undergone a 2% hike, will merge with the basic pay upon implementation of the 8th pay commission.

Also, House Rent Allowance (HRA) and Travel Allowance (TA) are expected to be recalculated based on the new basic pay.

3. Pension amounts are anticipated to be enhanced for better post-retirement benefits. The commission is expected to focus on pension parity and timely pension disbursement.

8th Pay Commission Salary Calculator:

To calculate the salary, the 8th Pay Commission will take into consideration factors like the basic pay matrix, dearness allowance (DA), house rent allowance (HRA), and estimated fitment factor.

As of now, the fitment factor is not been officially announced, and various speculations have emerged. However, the government recently hiked DA by 2% to 55% from 53% under the 7th Pay Commission.

Meanwhile, under the 7th CPC, since DA is already above 50%, the HRA rate is revised to 27% in X cities, 18% in Y cities and 9% in Z cities. The HRA will increase further to 30%, 20% and 10% for X, Y, and Z cities when dearness allowance crossed 100%.

Let's calculator your salary under the 8th Pay Commission with an EXAMPLE:

Government Employer Basic Pay is at Rs 50,000 and he works in Delhi. Since Delhi is a metro city, he will have an HRA of 30%.

Dearness Allowance: 0

HRA: 30% Of Rs 50,000 = Rs 15,000.

Applying the formula! Gross Salary (50,000 X estimated fitment factor of 2.85) + 0 + HRA Rs 15,000. The gross estimated salary will come to around Rs 1,57,500.

This is just an example and not the actual figures. The official statement is yet to be announced.

It is expected that the final details of the 8th Pay Commission will be implemented from January 1, 2026. The government has already informed that they would take into consideration recommendations in 2025.

8CPC is going to be implemented in line with the standard gap between the previous pay commissions. Before 8CPC, government employees followed the Pay Matrix of the 7th Pay Commission, which was implemented on January 1, 2016. Hence, 8CPC should be effective from January 2026.
