As per the RBI rule, banks are closed only on second and fourth Saturdays of the month. Hence, banks are open on July 4th since it's the first Saturday of the current month.
Since September 2015, RBI has directed that all scheduled and non-scheduled banks—public, private, foreign, cooperative, regional rural and local area banks—will observe a public holiday on second and fourth Saturdays.
But since July 4th is first Saturday, all payment systems are operating as normal for full working day. These payment systems include Real Time Gross Settlement (RTGS), National Electronic Fund Transfer (NEFT), Cheque Clearing operated by various Bankers' Clearing Houses in the country including the grid based Cheque Truncation System (CTS) and ECS suite [Electronic Clearing Service (ECS), Regional Electronic Clearing Service (RECS) and National Electronic Clearing Service (NECS)].
However, banks will be closed on July 5th as it falls on Sunday. All scheduled commercial banks either be private, public, foreign or cooperative banks, they will be closed.
