Gas Cylinder Booking New Rules: PNG Customers Banned From Refilling Or Buying Indane, HP, BharatGas; 5 Points
The government has announced new rules for Indian households who have both LPG and PNG connections. Among the new rules, it has become mandatory for customers who obtain PNG connections to give up their LPG connections within 30 days' time. This also means these customers cannot buy or refill LPG after PNG is installed in their kitchen. Currently, the largest LPG cylinders that are widely used in households are 14.2Kg Indane Gas, HP Gas and Bharat Gas. Since the US-Israel-Iran war, the government has been modifying measures and rules for booking gas cylinders.
LPG-PNG Connection New Rules

The government notified the Liquefied Petroleum Gas (Regulation of Supply and Distribution) Amendment Order, 2026, on May 25, 2026.
The amendment aims to provide additional relaxation and convenience to domestic LPG consumers who subsequently obtain Piped Natural Gas (PNG) connections.
Under the new rules, 5 things have become mandatory for PNG customers.
Rule 1:
The moment you obtain PNG connections, you will have 30 days time to terminate your LPG connections.
For example: If you applied for PNG on May 26, 2026, and the installation process and connection is implemented from May 30th. Then before June 30th, you will have to give up your Indane Gas, HP Gas and Bharat Gas connections.
Rule 2:
But to offer relief to these customers, the government has opened a new window. It is allowing customers who gave up their LPG connections to obtain a transfer voucher for future restoration of LPG connections when they move to a non-PNG area.
According to the government, the new amendment will bring significant relief and flexibility to consumers who may subsequently shift to areas where PNG infrastructure may not be feasible.
Customers like transferable employees, migrant households, tenants, students, and/or families shifting to non-PNG areas are expected to benefit the most from this new rule.
Rule 3:
Since you have a 30-day time frame to terminate your LPG connection after getting PNG, you will not be able to refill your gas cylinder accordingly.
The government has imposed a 25-day and 45-day lock-in period for refilling LPG cylinders, which is higher than the earlier 21-day gap. But the 25-day lock-in period is applicable for customers in urban areas, and the 45-day is meant for customers in rural areas.
For example: You reside in Mumbai and have received PNG connection on May 26, 2026. You have time till June 26, 2026, to end your LPG connections. And if your LPG cylinder is over between May 26 to June 26, you cannot refill it again.
Rule 4: LPG Connection To Be Removed In 3 Months Rule
In March, the government made it mandatory for customers to switch to PNG if they have the infrastructure in their locality. If they fail to do so, their LPG connections will be cut automatically.
The main reason for the rule is to ensure dependency on LPG is reduced, curb black marketing and hoarding, and distribute LPG to those households that have no PNG-infrastructure.
Hence, if you have a PNG facility in your area, you are required to switch to piped gas instead of gas cylinders. The three-month deadline is expected to end in June 2026.
Rule 5: No Dual Connection
From the above measures, the government is simply pushing for "One Household, One Gas Connection" rule. The OMCs are emphasizing on switching to PNG and surrendering LPG wherever possible.
Data from the Oil Ministry on Monday showed that since March 2026, about 7.99 Lakh PNG connections have been gasified, and infrastructure has been created for an additional 2.87 Lakh connections, taking the total to 10.86 lakh connections. Further, about 8.27 Lakh customers have been registered for new connections.
Meanwhile, more than 59,800 PNG consumers have surrendered their LPG connections via MYPNGD.in website as of May 24, 2026.

For May 2026, Indian Oil hiked LPG prices in 19Kg Cylinder to an extreme high. The biggest hike is in Kolkata city by Rs 1,147 from May 1, 2026. Meanwhile, the second sharp hike was announced in Mumbai by Rs 1,015.5, followed by a hike of Rs 1,013 in Chennai and Rs 993 in Delhi compared to April 2026.
Meanwhile, the 14.2KG LPG cylinder prices are kept unchanged since March 7, 2026. In Delhi, 14.2Kg LPG rate for booking stood at Rs 913 per cylinder, while in Mumbai, the price was at Rs 912.50 per cylinder. In Kolkata, LPG is higher at Rs 939 per cylinder, while in Chennai, LPG price stood at Rs 928.50.

PNG is cheaper in India than compared to LPG. In New Delhi, PNG is available at Rs 47.90/SCM, while the cheapest PNG is in Bhubaneswar at Rs 45.33/SCM. Notably, PNG is at Rs 50 each in Mumbai, Kolkata and Chennai.
