Gas Cylinder Rules: New Update On LPG Cylinder Refills; How To Get Transfer Voucher Indane, HP, BharatGas?

The Oil Ministry has once again assured that there are adequate petroleum products like LPG available, and the refineries are operating at their optimal capacity. However, the ministry is also encouraging citizens to say goodbyes to their LPG cylinder refills and instead adopt PNG connections. The ministry said, PNG makes your daily life simpler, more convenient, and energy-efficient.

The new update on LPG cylinder refills comes at a time when the ministry is promoting expansion of PNG adoption. Under the new rules, the ministry has already made it mandatory for customers to terminate their LPG connections after obtaining PNG facilities. But the ministry also announced a relief window where these customers have the option to obtain a transfer voucher when they shift to a non-PNG location.

LPG Cylinder Refills New Update

The Oil Ministry, via X, said, "Say goodbye to the hassle of LPG cylinder refills," adding, "Get uninterrupted 24x7 gas supply, greater convenience, and the assurance of clean energy with Piped Natural Gas (PNG)."

"PNG makes your daily life simpler, more convenient, and energy-efficient," said the ministry.

Meanwhile, Sujata Sharma, Joint Secretary of Oil Ministry briefed that there is adequate stocks of petrol, diesel, and LPG are available, and the country's refineries are operating at their optimal capacity. Regarding domestic cooking gas (LPG), no reports have been received of stock depletion at any LPG distributor center in the country.

At present, approximately 99% of LPG bookings are being made online, and 96% of deliveries are being carried out through the Delivery Authentication Code (DAC).

"Citizens are requested to avoid panic buying or unnecessary bookings of petrol, diesel, and LPG. Do not pay attention to rumors and rely only on official sources for accurate information," Sharma added.

LPG-PNG Connections New Rules:

Last month, on May 25, the government revised its Liquefied Petroleum Gas (Regulation of Supply and Distribution) Amendment Order, 2026. The amendment aims to provide additional relaxation and convenience to domestic LPG consumers who subsequently obtain Piped Natural Gas (PNG) connections.

Under the new rule, the moment you obtain PNG connections, you will have 30 days' time to terminate your LPG connections.

Since customers are asked to terminate their LPG connection within 30 days of getting PNG, the government has announced a provision that allows these customers to restore their LPG connection. The government has directed citizens to obtain a transfer voucher when moving to non-PNG areas.

How To Get Transfer Voucher For Indane Gas, Bharat Gas, HP Gas Connections?

The rules for transfer vouchers vary depending upon the location. However, you must ensure to have all the necessary documents and proofs for a successful transfer. Here is a step-by-step guide as per HPCL. The procedures are somewhat the same for Indane Gas and Bharat Gas as well.

If You Are Moving Within The City:

Step 1: If you are changing locations in the same city, then your distributor will issue e-Customer Transfer Advise (e-CTA) ie. Authorization Code on production of Subscription Voucher (SV).

Step 2: Take your e-CTA along with necessary proofs to the new gas distributor near your new residency.

Step 3: The SV with the Authorisation Code should be produced to the new distributor, who will enroll the customer & return the original SV after endorsement. The SV is an important document and should be retained safely.

Step 4: However, here, the equipment (cylinder + regulator) need not be surrendered, but be carried by the customer.

If you moved out of the city:

Step 1: In this case, the distributor of your current location will issue Termination Voucher (TV) and will refund the deposit amount mentioned in the SV, on surrender of existing equipment (cylinder/s and regulator). Amount paid as Permanent Advance under PAHAL Scheme, if any, will be adjusted on refund of deposit amount in such cases.

Step 2: Do not surrender your Domestic Gas Consumer Card. The same card can be used at the new location after endorsement by the new distributor.

Step 3: Reconnection can be availed at the new place by payment of the same deposit amount mentioned in the TV. Please collect the new SV and retain it safely.

Documents Required To Transfer Your LPG Connection:

Among the identity proofs, key documents will be Aadhaar card, Passport, Driving Licence, PAN card or Voter ID Card.

Further, in case of address proof, you will be required to submit either Aadhaar card with the new address updated, utility bills, rent agreement or lease agreement, passport, bank statement and house registration document.

Gas Cylinder LPG Refill Lock-In Days:

Due to the West Asia war, the government has extended the lock-in period for LPG cylinder refills from 21-days. The new booking rules include 25-days rule for refilling LPGs in rural areas, while 45-days rules remains intact for urban areas.
