8th Pay Commission: As the government reviews recommendations for the upcoming new pay commission, 8CPC, speculations of fitment factor have taken the limelight. Apart from this, there is a suggestion for a merger of pay scales from level 1 to level 6 government employees. 8th Pay Commission Pay Scales Merger:
In a recommendation list, the National Joint Consultative Mechanism (JCM) Staff Side recommended merging the pay scales of Levels 1 to 6 to simplify salary structure and enhance the career growth of employees.
Initially, the recommendation is to merge Level 1 employees with Level 2, while Level 3 with Level 4, and Level 5 with Level 6.
8th Pay Commission Fitment Factor:
Recommendations of various fitment factors have taken around, and 2.86 is broadly expected. However, experts' opinion is split when it comes to the fitment factor. The JCM staff side had recommended that the fitment factor should not be less under 8CPC compared to a 2.57% fitment factor in 7CPC.
Also, the staff side is urging the government to keep one fitment factor for all pay bands either level 1 or level 2 or 6.
For instance, under 7CPC, the minimum fitment factor is 2.57 for level 1 employees. But the fitment factor is higher to 2.62 for level 2, followed by 2.67 for level 3, and even higher to 2.72 for level 4 employees. At the apex level, the fitment factor was recommended to be 2.81 under 7CPC. JCM staff side urges this to change.
Apart from this, the prediction of fitment factor of 1.92, 2.08 or 2.86. As per the latest report, the latest expectation of the fitment factor is in the range of 2.28 to 2.86.
8th Pay Commission Salary Hike:
Here's how the pay matrix could rise on the estimated fitment factor:
Level 1 Government Employees: Minimum Rs 18,000 per month salary
Fitment Factor Prediction 1.92: Salary will rise to Rs 34,560 from Rs 18,000.
Fitment Factor Prediction 2.08: Salary could rise to Rs 37,440 from Rs 18,000 per month.
Fitment Factor Prediction 2.28: Salary could rise to Rs 41,040 from Rs 18,000.
Fitment Factor Prediction 2.86: Salary may rise to Rs 51,480 from Rs 18,000.
The higher the pay grade, the higher is the salary.
Here are the major issues raised during National Council of the Joint Consultative Machinery (NC-JCM) meeting earlier this month. The key highlights are from Angel One blog:
1. Accidental deaths in railways and defence: Frequent accidental deaths among employees in these sectors were highlighted, urging immediate measures for safety and compensation.
2. Revision of family unit size for minimum wage: The staff side proposed considering a five-member family unit instead of three when determining the minimum wage, aligning with The Maintenance and Welfare of Parents and Senior Citizen Act 2022.
3. Decent and dignified living wage: The demand for fair wage revision was backed by considerations of modern living standards and nutritional requirements.
4. Restoration of the old pension scheme: A strong push was made for reviving the non-contributory pension scheme, ensuring financial security for retirees.
