Indane Gas, HP Gas, Bharat Gas New Rules: LPG To PNG, 7 Key Changes To Know Before August 2026

The new month is a week away, and once again focus will be shifted to major changes in booking, refilling, switching, surrendering, and connection rules related to LPG gas cylinders and PNGs. There are a host of rules and revisions directed by the government and oil marketing companies (OMCs), which you must know before buying LPG cylinders and piped natural gas for your households. These are from price revisions, online bookings, new 10 kg cylinder launches, and surrendering LPG rules.

1. Bharat Lite ZIP

Both major OMCs like HPCL and BPCL have launched new cylinders that reduce a lengthy process for connections and ensures instant delivery.

This month, BPCL launched Bharatgas Lite ZIP, a premium Free Trade LPG (FTL) offering designed to redefine the customer experience through Instant New Connection and Express Delivery.

Bharatgas Lite ZIP has been developed for customers who value convenience, speed and modern service standards. The offering is built around two key value propositions:

- Instant New Connection - enabling customers to obtain a new LPG connection quickly through a simplified onboarding process.

- Express Delivery - ensuring faster delivery of LPG cylinders for an enhanced customer experience.

Currently, Bharat Lite Zip is available only in Mumbai market, but is expected to be introduced in 100 additional cities across 24 states by August 15, 2026.

2. HP Navya 10 Kg LPG Cylinder Delivery Via Swiggy

Swiggy and HPCL tied up to launch HP Navya cylinder which is a compact, contemporary design that makes it an ideal choice for apartments, small families, working professionals, students, and households looking for a convenient secondary LPG cylinder.

HP Navya and 5 Kg HP Appu Gas will be available for purchase on Swiggy's quick delivery platform, Instamart. As of now, the service is only available in Bengaluru. Any citizen can order for HP Navya and 5 Kg mini cylinders.

All the customer has to do is visit the Instamart portal and select either the 10-kg composite LPG cylinder or the 5-kg metal cylinder option. Add them to the cart and go forward to make online payment. You can also do cash on delivery.

For first-time buyers, you will be required to submit identity verification along with proof-of-delivery documentation to ensure compliance.

3. LPG Subsidy Refills

Under the Pradhan Mantri Ujjwala Yojana (PMUY), the LPG refills has been reduced to four per year compared to earlier nine per year.

In a written reply in Lok Sabha, Minister of State for Petroleum and Natural Gas Suresh Gopi said, "The per Consumer Consumption (PCC) among PMUY beneficiaries is 4.71 cylinders per year in FY 2025-26," adding, "In view of the refill average during FY 2025-26, provision of targeted subsidy support for up to four refills annually has been assessed as appropriate for continuing affordability support... while enhancing targeting efficiency and ensuring prudent rationalisation of subsidy expenditure."

4. Domestic LPG Cylinder Prices Unchanged In July

OMCs like HPCL, BPCL, and Indian Oil revise their LPG cylinder prices in the start of every month. They can either hike, cut or keep the LPG prices unchanged for that respective month.

In July 2026, 14.2 Kg LPG cylinders which are largely meant for Indian households and comprise almost 90% of all gas distribution, was kept unchanged. Accordingly, the 14.2 Kg LPG price stood at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai and at Rs 957.50 in Chennai.

5. 19 Kg Commercial LPG Cylinder Prices Cut In July 2026

Unlike the household LPGs, the commercial LPG cylinder prices were trimmed for the first time in 2026, and after five consecutive hikes between March to June 2026.

In the current month, 19 Kg LPG is priced at Rs 2,930 in Delhi from earlier Rs 3,113.50. Meanwhile, 19 Kg LPG is priced at Rs 2,885.50 per cylinder in Mumbai, which is down by Rs 182. In Chennai, LPG price dropped by Rs 177 to Rs 3,106 per cylinder. Furthermore, in Bangalore, LPG is down by Rs 177 to Rs 3,021 per cylinder, while in Patna, LPG is down the most by Rs 173 to Rs 3,227.

Also, in Kolkata, the price dropped to Rs 3,081.50 in July 2026 from the previous month's Rs 3,255.50.

19 Kg LPG cylinders are for commercial consumptions and utilized mainly by eateries, hotels, restaurants, malls, food stalls and small-scale industries, as they require high consumption for cooking and heating needs.

6. Gas Cylinder Surrender Rule Of 30-Days

The 30-day rule was imposed in late May, after the government revised its Liquefied Petroleum Gas (Regulation of Supply and Distribution) Amendment Order, 2026, making it mandatory for LPG customers to terminate their Indane, Bharat Gas and HP Gas connections within 30 days from getting their PNG connections.

But worry not, you can still get your LPG connections back if you are switching a new place which has no PNG infrastructure.

The new rule guides customers to obtain a transfer voucher that can be used in future for restoring LPG connection when shifting to a non-PNG area.

7. Other LPG Rules

The government has directed to book LPG cylinders through digital method instead of queuing at LPG distributors. All you have to do is book online and the LPG personnel will deliver the gas cylinders at your home.

Further, during LPG delivery, the customer will receive a (Delivery Authentication Code (DAC) aka OTP on their registered mobile number, which needs to be given for the competition of the delivery. If you do not have OTP then your delivery will be returned. This is to ensure that genuine customers receive their LPGs.

Lastly, the LPG refill lock-in period continues to be 25-days for urban customers and 45-days for rural customers.
