New Rule Changes From October 2026: LPG, FD, Birth Certificate, Banking and Other Rules You Need to Know

From next month many important financial rules are going to change which will affect domestic LPG consumers, bank depositors and people applying for delayed birth or death certificates.

Banks will have to follow clearer rules on FD interest rates, while stricter rules will apply to late registration of birth and death certificates.

Here are the top changes that are taking effect from October 1.

1. Gas Cylinder e-KYC Now Mandatory

Domestic LPG consumers who want to continue booking subsidised refills at the regulated retail selling price will need to complete Biometric Aadhaar Authentication (BAA) from October 1, 2026.

The Ministry of Petroleum and Natural Gas said that 27.43 crore active domestic LPG consumers, or 89.9% of the total, had already completed the authentication as of September 19. Consumers who have already completed BAA do not need to bother.

Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY. Consumers who do not complete BAA will be provided LPG but at the market price without subsidy, subject to the applicable conditions and cylinder availability.

The subsidy on a 14.2-kg domestic LPG cylinder was around Rs. 210 in September 2026, according to the government data.

2. New RBI Rules From October 1

The Reserve Bank of India (RBI) has introduced new revised rules regarding the deposit interest rates which will come into effect from October 1. The central bank has advised all banks in India to follow the same FD rate across branches. Banks will not be allowed to discriminate between customers or branches on the interest rate offered.

This means customers with comparable deposits should not receive different rates simply because they approach different branches of the same bank.

3. New Rules For Birth And Death Certificates

A major change is also coming for people who have not registered a birth or death on time. The Registration of Births and Deaths (Amendment) Act, 2026 will come into effect from October 1st.

In the new law, people who file registrations after one year but within two years, the authority will have to verify if the information is correct before proceeding further with the registration.

For cases where the birth or death is being registered after more than two years, an order from a Judicial Magistrate First Class will be required.
