New Rules From October 1, 2026: LPG Subsidy, FD Interest Rates and Birth-Death Registration Changes
Several financial and household-related rules are set to change from October 1, 2026, bringing new requirements for LPG consumers, bank depositors and families dealing with delayed birth or death registrations. While the three changes apply to different areas, each could affect routine transactions and documentation.
Major Rule Changes From October 1, 2026: LPG Subsidy, FD and Birth-Death Registration Rules
For domestic LPG users, Aadhaar-based biometric authentication will become important for availing the applicable subsidy on eligible refills. Bank customers, meanwhile, will have greater clarity on how interest rates are applied to comparable deposits. Families seeking to register a birth or death after a significant delay will also face additional verification requirements.

LPG Subsidy Rule: Aadhaar Authentication Required for Subsidised Refills
Domestic LPG consumers who want to receive the applicable subsidy on eligible cylinders will need to complete biometric Aadhaar authentication from October 1. The requirement has been introduced to ensure that subsidy benefits reach eligible beneficiaries and to help prevent duplicate, ineligible or diverted LPG connections.
However, the authentication requirement does not mean that an LPG connection will automatically become unusable if the process has not been completed. The key impact for eligible consumers is on the subsidy benefit. Consumers who have not completed the required authentication may have to purchase cylinders at the applicable market price, subject to government and oil marketing company rules.
A large majority of active domestic LPG consumers have already completed the process. As of September 19, 2026, around 27.43 crore active domestic LPG consumers had completed Aadhaar authentication, accounting for 89.9% of the total active domestic LPG consumer base.
Consumers who have already completed authentication generally do not need to repeat the process unless their LPG distributor or oil marketing company asks them to update or verify their details.
Those who are yet to complete the process have several options. Aadhaar authentication can be completed during LPG cylinder delivery, by visiting the LPG distributor's showroom or through the mobile application of the respective oil marketing company.
Indane customers can use the IndianOil ONE app, while Bharatgas customers can use HelloBPCL. HP Gas customers can complete the process through the HP PAY app.
For households that are eligible for subsidised LPG, checking the authentication status before booking the next refill would be an important step. Completing the process in advance can help avoid complications related to the subsidy benefit.
Bank Fixed Deposit Rules: Interest Rates to Follow Published Terms
Bank customers placing money in fixed deposits will also see an important change in how deposit rates are applied. Banks are required to maintain transparent and uniform interest-rate practices for comparable deposits under the Reserve Bank of India's directions.
For deposits of similar amounts accepted on the same date, banks are expected to offer uniform interest rates across branches and customers, subject to the exceptions allowed under the applicable rules.
This means a customer should not ordinarily receive a different rate simply because the deposit is being booked at another branch or because the customer happens to negotiate with a different bank official, when the deposits fall within the same applicable category.
Banks are also required to disclose their interest-rate schedules in advance. Customers should therefore be able to check the applicable rate based on factors such as deposit amount, tenure and customer category before placing their money.
There can still be legitimate differences in rates where banks have disclosed separate categories or slabs. For example, senior citizens may receive an additional interest rate, while bulk deposits or other permitted categories can have separate pricing under the bank's stated policy.
For customers opening or renewing an FD, checking the bank's official rate card is therefore important. The rate should be verified for the exact deposit amount, tenure and applicable customer category rather than relying solely on information received at a particular branch.
The change also gives depositors a clearer basis for comparing fixed deposits across banks and channels. Customers using both online and branch banking can refer to the published terms when checking the rate applicable to their deposit.
Delayed Birth and Death Registration Rules Become Stricter
Families dealing with delayed registration of births or deaths will also need to follow additional verification requirements from October 1.
Where registration is delayed by more than one year but is sought within two years, the information provided will require verification before the registration can proceed. The additional scrutiny is intended to improve the reliability of civil registration records.
Cases involving a delay of more than two years will face a higher level of scrutiny. Such registrations will require an order from a Judicial Magistrate First Class before the process can be completed.
The change can have wider implications because birth and death certificates are frequently required for important legal, financial and administrative purposes. These documents may be needed for inheritance and succession matters, insurance claims, pension-related processes, school admissions, identity documentation and the settlement of bank accounts.
