It is one of the bumper lotteries conducted by the Kerala Government Department on an annual basis. The lottery offers a prize pool of Rs 48.59 crore. The first prize is Rs 12 crore, followed by six second prizes of Rs 1 crore each. Third and fourth prizes are set at Rs 10 lakh and Rs 5 lakh respectively, with one winner per series for these categories, according to a Gazette notification issued by the Kerala Government.
Tickets are divided into six series: VA, VB, VC, VD, VE, and VG. Prizes range from Rs 12 crore to consolation prizes of Rs 1 lakh. Lower-tier prizes include amounts like Rs 5,000 and Rs 2,000, drawn based on the last four digits up to multiple times.
The draw process involves a mechanical device using random technology. It is overseen by a panel of judges comprising at least three members. If necessary, additional judges can be co-opted from the audience to meet quorum requirements.
The draw's operational procedure will be explained to both judges and spectators before it begins. Winning numbers are selected using either the mechanical device or manually by judges or public members as per the procedure.
Once a number is drawn, it is publicly announced and verified by officials to ensure it has been sold. Unsold numbers lead to redraws until valid numbers are selected. Duplicate selections are cancelled and redrawn.
The draw may be broadcast live on television or social media platforms managed by the State Lotteries Department. After announcing winning numbers, they are documented in an official prize proforma, verified by judges who sign off on it.
If technical issues arise with draw machines or devices are unavailable, alternative methods like drums and coins will be used for conducting the draw.
This notification aligns with sub-rule (3) of rule 3 of the Lotteries (Regulation) Rules, 2010 issued by India's Government. The aim is to provide advanced information about the lottery through an official gazette notification.
Kerala’s first lottery draw took place on January 26, 1968, offering a top prize of Rs 50,000 for a ticket priced at Rs 1. Following Kerala's lead, many other states launched their own lotteries. However, Kerala State Lotteries remains a leader in revenue generation and job creation due to its credibility and transparency.
The department conducts seven weekly lotteries and six bumper lotteries annually, alongside a monthly lottery each month. It operates from its main office in Vikas Bhavan, Thiruvananthapuram, with additional offices in Ernakulam and Kozhikode. There are also 14 district offices and 21 sub-offices across the state.
The Department of State Lotteries falls under the Ministry of Finance's administrative control. The Secretary to the Government of Kerala's Taxes Department is responsible for organising state lotteries and regulating other state lotteries within Kerala.
Kerala State Lotteries has taken proactive measures to protect the welfare of its agents, ensuring that even those who are poor or vulnerable benefit from this initiative. This commitment to social welfare sets it apart from other state lotteries.
