CBDT Says This About PAN-Aadhaar Linking Deadline

PAN and aadhaar linkage is to be done by September 30, 2019, failing which your PAN will be rendered inoperative i.e. you will not be able to use it for any of the financial transaction unless you link the tax-dept issued ID with 12-digit biometric Aadhaar.
In the earlier instance, as per the rules it was stated that the PAN would be made invalid i.e. it will be deemed as you never had one. But, now the clarifications are sought from the government as to what it means by 'inoperative'. Though the earlier rule of making it invalid stands withdrawn in a bid to provide protection to the previous transactions done using the PAN at first.

How Will Your PAN Be Treated If Not Linked With Aadhaar From Oct 1?

This time around any extension to the PAN-aadhaar linking deadline is unlikely to be made, as the extension has been allowed quiet a number of times previously, The last time the government came with a release on PAN-Aadhaar linking was on March 31, 2019, when it also put forth that regardless of the linking date, aadhaar has to be linked and also quoted while filing of income tax return beginning April 1, 2019, unless exempted in respect of some case.

Further the full budget that came up after the elections in July this year said,"In order to protect validity of transactions previously carried out through such PAN, it is proposed to amend the said proviso so as to provide that if a person fails to intimate the Aadhaar number, the PAN allotted to such person shall be made inoperative in the prescribed manner."

How to link PAN and Aadhaar?

You can visit the income tax e-filing portal and link the two IDs by clicking on the Aadhaar linking tab that would ask you of the two details.
